Job Purpose:

As a key member of the Directorate Management Team, working under the Head of Nursing, professional direction of the Director Clinical Professions, the Directorate Matron / Directorate Clinical Professions lead is responsible for the implementation of national and corresponding local clinical strategies and is clinically accountable for delivery of the Directorate clinical and professional service.

Specifically at Directorate level, this means delivering a highly complex agenda as defined by the Trust strategy, the NHS Institute’s ‘High Impact Actions’ and other national/local guidance and policies, adopting a highly visible and accessible approach for patients and staff, leading by example in empowering and developing staff to undertake a greater range of clinical activities in order to modernise and improve patient care.

The postholder is responsible for managing nursing teams and their associated budgets, clinical leadership, infection prevention and control and standards of patient care and is responsible for the performance management of key individuals in respect of the clinical professional contribution to service delivery.

The postholder is responsible for overseeing and performance managing of Clinical Professional Leads / Clinical Matrons in the Directorate in managing their clinical professional teams and budgets.

They are also responsible for recruitment and supervision of Clinical Professional Leads / Clinical Matrons and other key personnel.

### Detailed job description and main responsibilities

- Providing professional leadership and assurance across all nursing and AHP services in the Directorate, to set and monitor high standards of clinical care, underpinned by sound evidence-based knowledge and principles, ensuring quality systems are in place to monitor practice.
- Lead and ensure the delivery of Infection Control practice across the Directorate as defined by National recommendations and the Director of Infection Prevention and Control and Hygiene Code. Ensure highly complex IPC and HCAI surveillance, audit and RCA data are analysed and utilised to inform priorities, actions and interventions to reduce infection.
- Leading the development & implementation of standards of cleanliness in line with the Health & Social Care Act 2008 (commonly referred to as the Hygiene Code) and ensure provision of catering meets agreed standards, with action being taken in cases of exception.

- Support the delivery of nursing/ AHP elements of the Directorate Operational Plan, especially workforce, safe staffing, quality and patient experience.
- Set and adhere to Health and Safety standards, leading investigation and follow up of all clinical incidents (as per the Trust’s Clinical Incident Reporting policy), and complaints, including taking action on highly sensitive, highly complex or highly contentious matters.
- Supporting Clinical Matrons/Clinical Professional Leads in the application of Clinical Governance processes.
- Participate in both direct and indirect clinical patient care as required by the role, using highly developed physical skills, in order to function both as a credible clinical leader and role model for professional practice to staff.
- Ensuring that patients and relatives have the opportunity to meet the post holder if necessary, relaying on occasion highly sensitive information in liaison with the professional lead for Patient Experience and Outcomes and that they have access to the Patient Advocacy Liaison Service (PALS).
- Support the Divisional Clinical Leads with the highly complex, multi stranded analysis of information at Directorate level, of the overview resolution of complaints and clinical incidents including investigating, organising meetings with complainants, writing response letters and constructing/implementing/reviewing agreed action plans, ensuring such feedback drives a sustainable, consistent improvement in standards.
- Sharing lessons learnt from complaints/incidents within the Directorate, Division and Trust as necessary and ensuring action plans are developed and implemented.
- Participate in the Investigation and follow up actions from Incident reports, employing RCA Tools to SIRIs and Infection Control issues. This may at times include acting as the lead investigator for a serious incident.
- Maintaining own clinical competence and active professional registration.
- Act as a positive change agent and role model, identifying and initiating changes as required enhancing service provision.
- Lead the development and review of relevant evidence-based policies and procedures for the Directorate – and on occasion within the Division/Trust as necessary.
- Enable members of the team to develop their full potential enabling them to meet the requirements of their job descriptions and personal objectives.
- Work with the multidisciplinary team in developing an integrated service for each patient.
- Ensure all staff undertake Trust induction and local induction programmes.
- Lead the process of developing standards and practice in line with policies and national guidance.
- Taking national and Trust initiatives, policies and practices and interpreting and transforming these into workable plans for the Directorate.
- Undertake business planning for clinical professional elements of Divisional/ Directorate annual plans as necessary.
- Contribute to the delivery of the Quality Management System (QMS) within the Directorate through the teams managed by the postholder in terms of CQC domains, patient safety and undertake harm reviews as necessary.
- Deputise for the Head of Nursing/Lead Cancer Nurse in their absence or as asked.

## Person Specification

### Qualifications

**Essential**

- Registered Nurse
- Educated to Degree level in a healthcare related subject, or equivalent demonstrable experience, plus additional demonstrable experience and proven knowledge/ training as above in people management, governance, financial management and information management to masters level
- Mentorship course or equivalent
- Recognised Risk Assessors course
- Management /Leadership qualification or equivalent demonstrable experience

**Desirable**

- Further formal professional study, either postgraduate/ masters level in a healthcare related subject / or working towards
- RCN Leadership course or equivalent

### Aptitude & Abilities

**Essential**

- Good communication skills, written and verbal, with ability to demonstrate fluency, clarity and effectiveness at all levels
- Effective influencing and negotiating skills: in general and with senior health care professionals

### Knowledge & Experience

**Essential**

- Demonstrable experience at a Senior Nursing
- Demonstrable up to date and relevant clinical experience

**Desirable**

- Experience within Oncology/Haematology/Immunology or Rheumatology
