The Directorate Manager for Adult Community Services plays a pivotal leadership role within the Community Division, providing strategic and operational management across a wide range of adult community services. Provide business and operational management support to the Divisional General Manager, Senior Matron, and Clinical Directors across Adult Community Services.

In conjunction with the Divisional General Manager, develop comprehensive business plans for the Directorate, ensuring alignment with Trust priorities and community transformation objectives.

Identify opportunities for new service models, income‑generating schemes, and market development, and develop strategies within the business plan to maximise these opportunities.

Work with the Divisional General Manager to formulate and implement long‑term strategic plans for Adult Community Services, ensuring sustainability, efficiency, and improved patient outcomes.

Ensure robust performance monitoring arrangements are in place across the Directorate, supporting the achievement of contractual targets, KPIs, and national standards.

Collaborate with the corporate accountant to provide accurate financial and activity information, and support the Divisional General Manager in managing delegated budgets.

Working closely with the Divisional General Manager, ensure that quality standards, both those agreed with commissioners and those required by national policy, are consistently achieved.

Establish local quality standards to enhance patient care, operational efficiency, and service responsiveness.

Identify and implement centralised functions across the Directorate to generate cost efficiencies and improve service delivery.

Quality Assurance

Develop a Directorate‑wide strategy to enhance quality standards in line with Trust objectives and national expectations.

Ensure quality initiatives are coordinated, implemented, monitored, and reviewed for impact.

Address operational issues arising from governance reviews and ensure action plans are delivered effectively.

Identify opportunities for change that support the development of clinical practice and lead to improvements in quality, safety, or efficiency.

Control and Information Systems

Manage delegated budgets to ensure income and expenditure balance, as directed by the Divisional General Manager.

Independently produce monthly reports through analysis of complex data from multiple sources, providing clear explanations for variances in income, expenditure, activity, and performance trajectories.

Develop and produce monthly performance reports, KPIs, and ad‑hoc analytical reports as required.

Oversee and support integrated clinical workstreams to deliver key targets, unified pathways, and other strategic objectives.

Communications

Establish effective two‑way communication processes across the Directorate and wider Trust, including the handling of complex or sensitive information and reconciling differing viewpoints.

Ensure appropriate communication systems are in place to cascade information effectively and take corrective action where required.

Promote the achievements and activities of the Directorate internally and externally, preparing marketing and public‑facing materials as needed.

Ensure the Team Briefing process operates effectively within the Directorate and intervene where improvements are required.

Liaise with the Communications Department to support positive representation of Directorate achievements.

Direct Management and Monitoring

Oversee the management of Directorate teams, including establishment reviews, skills‑mix assessments, and delegated authority structures.

Agree performance objectives for staff and monitor progress through regular review.
