The Digital Commissioning Business Partner is a senior member of the Digital Commissioning team, acting as the key link between commissioners and digital services across Hampshire and Isle of Wight. The role plays a pivotal part in ensuring that commissioning priorities are translated into effective digital solutions, data capabilities, and system improvements that support better outcomes for patients and communities.

This is an exciting opportunity for an experienced digital, informatics, commissioning or transformation professional who is passionate about using digital innovation, data and technology to improve health outcomes, reduce inequalities and deliver sustainable improvements across the Integrated Care System.

### Main duties of the job

- Success in this role will depend on your ability to build trusted relationships, influence senior stakeholders, and work collaboratively across organisational boundaries. You will act as a visible advocate for digital transformation, helping to build digital capability across commissioning teams and ensuring that digital solutions enable the NHS shift from analogue to digital, hospital to community, and treatment to prevention.

### Detailed job description and main responsibilities

Working closely with commissioning, clinical, operational and digital leaders, you will provide expert advice on how digital technology, information, analytics and interoperability can support evidence-based commissioning, pathway redesign, service transformation and improved system performance. You will help commissioners maximise the value of digital investment by ensuring services are designed around the needs of patients, professionals and the wider health and care system.

You will have a detailed understanding of commissioning priorities, challenges and opportunities across a range of portfolios, including urgent and emergency care, planned care, mental health, community services and continuing healthcare. Using this insight, you will shape digital roadmaps, influence strategic decision-making, and ensure that digital capabilities directly support commissioning cycles, from planning and procurement through to service review and evaluation.

You will lead engagement with commissioners, providers and partners to identify opportunities for digital innovation, service improvement and pathway optimisation. This includes supporting the continued development and adoption of shared care records, digital commissioning tools, interoperability solutions and data-driven approaches that enable integrated care and population health management.

You will require a strong strategic focus, with responsibility for supporting complex digital programmes and workstreams. You will contribute to business cases, option appraisals, benefits realisation activities and investment decisions, helping the organisation understand the value and impact of digital transformation.

### Knowledge

**Essential**

- Knowledge and understanding of the opportunities and challenges of commissioning within the NHS.
- Thorough understanding of the value of information in driving improvements in patient care.
- Strong understanding of benefits analysis techniques such as cost effectiveness analysis, real options analysis, multi-criteria analysis and value management techniques.

### Project management

**Essential**

- Ability to plan and manage multiple complex digital or data projects in parallel.
- Experience producing documentation such as business cases, project plans, resource assessments and benefits realisation statements.
- Ability to assess risk, manage interdependencies and ensure delivery against timelines.

### Skills and abilities

**Essential**

- Senior experience working in digital transformation, health informatics or supporting NHS commissioning.
- Experience influencing at senior levels and delivering complex digital programmes.
- Procurement, Finance and Information experience. Primary Care experience.
- Experience of drafting persuasive evidence-based narrative/documentation.

### IT and digital literacy

**Essential**

- Some proficiency in digital tools relevant to commissioning (e.g., Power BI, Excel, SQL based tools, reporting platforms).
- Understanding of system interoperability, data standards and digital architecture concepts.

### Qualifications and/ or experience

**Essential**

- Master’s level qualification or equivalent experience in digital, analytics, or business analysis.

### Analytical and problem-solving skills

- Innovative thinker – ability to take a creative approach to tackling challenges. Must be able to gather robust insight from qualitative data, taking account of bias.
- Expert in modelling benefits to lead on the development of business cases, in particular options appraisal, financial modelling and strategic planning within complex programmes.
