Applications are invited for the above post in a busy payroll department responsible for the payment of 110,000 NHS employees.

This post is required to manage a team of dedicated Payroll Officers across a number of organisations.

Applicants must have a minimum of four years NHS experience, an expert knowledge of ESR and be able to demonstrate well developed customer service skills.

Applicants should also have the ability to work to strict deadlines in a pressurised environment, and should demonstrate a positive attitude and a sympathetic and patient personality, together with good organisational skills.

### Main duties of the job

Advises and gives guidance to staff in team relating to procedures, statutory regulation conditions of service and payroll/pension computer systems.

Answers complex written queries from solicitors, financial institutions, NHS Pensions Agency employees, Trusts and bereaved relatives, whilst following data protection guidelines.

Answers queries, both complex and simple, from Managers, HR Officers and employees relating to Terms & Conditions of service, Statutory payments (Statutory Maternity Pay, Statutory Sick Pay, HMRC Regulations) involving explaining, clarifying, instructing and giving advice.

### Detailed job description and main responsibilities

The Deputy Team Manager will be required to work with and support the Team Leader in the management and leadership of a busy team within Payroll. This post will deputise during the absence of the Divisional Manager in managing the team.

Responsible for weekly and monthly payroll controls and reconciliation’s, and payovers to 3rd parties e.g. Inland Revenue, Courts, Unions.

Responsible for weekly and monthly payroll processing.

Monitoring of performance targets.

Investigating and answering queries both verbal and written.

This means demonstrating a consistent leadership style which (a) engages, enables and empowers others (b) uses coaching to promote ownership of learning and quality improvement and (c) facilitates team working and collaboration within teams/departments and across organisational boundaries.

## Person Specification

### Experience

**Essential**

- Previous experience in NHS Payroll Office
- Expert knowledge of payroll procedures processes and legislation.
- Expert knowledge of Computerised Payroll System
- Expert knowledge of NHS Terms & Conditions of Service
- Knowledge of NHS Pension Scheme

**Desirable**

- Management experience in NHS Payroll Office
- Experience using excel spreadsheets

### Qualifications

**Essential**

- 5 GCE O Levels, including English & Mathematics or equivalent knowledge and/or experience
- IPPM (Institute of Payroll & Pensions Management) “Team Management in the Payroll Office” – (Estimated NVQ level 5) or equivalent knowledge and/or experience
- ECDL or equivalent experience
