We have an exciting opportunity for a Deputy Programme Director & Clinical Design Lead to join us in developing a new hospital for Airedale.

Following the 2025 ministerial announcement, Airedale General Hospital has been confirmed as part of the first priority phase of the Government’s New Hospital Programme (NHP), recognising the urgent structural challenges posed by RAAC across the estate. This prioritisation ensures Airedale is among the first wave of hospitals to benefit from the Government’s commitment to modernising NHS infrastructure.

This is a unique opportunity to be part of a major hospital transformation. The role is part of the Securing the Future Programme team, based at Airedale General Hospital, with flexible and agile working options. Some off-site travel may be required to support local events and activities.

Key Responsibilities

The Deputy Programme Director & Clinical Design Lead will occupy a crucial role within the programme, providing strategic, tactical and operational leadership to ensure successful delivery of a major capital investment programme for a new NHS hospital.

The post holder will: 1.    Deputise for the Programme Director across multiple programme domains including governance, risk, schedule, commercial, clinical transformation, digital, estates, and stakeholder engagement. 2.    Work closely with the Head of Transformation and the Clinical Director to progress the Clinical workstream. 3.    To provide strong, effective clinical project management across all clinical specialties during the planning, procurement, construction and commissioning phases of the new healthcare facilities. 4.    To be aware of Trust, Local, Regional and National Clinical Strategies and New Models of care and ensure that key requirements are fully embedded within the future design of the new healthcare facilities. 5.    To be responsible for promoting and implementing the Trust’s Core Design Principles. 6.    To facilitate, negotiate and manage clinical expectations during the design briefing, design development/procurement and construction processes and specifically in relation to: the Schedule of Accommodation (“SoA”); development of 1:500 and 1:200 layout plans; development of Room Data Sheets; Access Strategies; Whole Hospital Policies; Innovation and Digital Technologies; Clinical Output and Input Specifications; Equipment Specification and requirements. 7.    To provide support to the development and delivery of related research and innovation initiatives within the Programme and provide support and leadership to other Trust wide service improvements 8.    To provide clinical planning support across clinical specialties and to the Securing the future Transformation Team in the development and implementation of Change Management Plans and Departmental/Whole Hospital Operational Policies to support the transition to the new healthcare facilities. 9.    To plan, lead and deliver workshops to support the process of designing and constructing the new healthcare facilities. 10.    To investigate best in class clinical design solutions and to apply best-practice principles to the design of the new Healthcare facilities. 11.    To provide clinical planning support to the development of education, training and workspace strategies and requirements. 12.    To provide clinical leadership to a range of other design-related matters to include: the development and integration of an arts programme; way-finding; landscaping; colours; waiting spaces; and the general quality of the new healthcare facilities. 13.    To provide clinical leadership to communications and stakeholder engagement programmes/activities throughout the design briefing, design development, procurement and construction processes. 14.    To provide effective clinical leadership and support to the review of change requests to approved plans. 15.    To provide specialist advice and support to the Securing the Future Project Board in relation to all clinical design matters. 16.    To prepare progress reports against key milestones for the Securing the Future Project Board. 17.    To lead the preparation of an effective workplan for the clinical planning activities associated with the design briefing, design development/procurement, construction, commissioning and transition to new healthcare facilities. 18.    To develop and implement effective strategies to support early desk-top reviews with clinical specialities in order to test optimal functionality. 19.    To provide clinical advice and support to the Technical Design Team in relation to the design of interim solutions such as temporary access routes. 20.    To lead, working with other Programme/Project workstreams, the preparation and development of a robust commissioning, transition and occupation plans that involve clinical and nursing leaders, clinical specialties and Technical Teams. 21.    To provide clinical advice and leadership to decant, transition and moves teams relating to the transition of clinical and non-clinical services. 22.    To provide clinical leadership and support to stakeholder focus groups to ensure the design solution meets stakeholder aspirations. 23.    To support policy implementation and service development across clinical specialties. 24.    To act independently and lead on the interpretation of health service policy and strategy to drive improvements in clinical design and development of new healthcare facilities. 25.    Pro-actively lead clinical information gathering and analysis necessary for effective decision-making including working with the Programme Director, and information and healthcare planning leads to ensure the Trust is using robust clinical data that is recognised and owned by colleagues. 26.    Work with teams to review the alignment of clinical data modelling to the New Hospital Programme’s Demand and Capacity Modelling approach identifying and escalating any risks and opportunities through the Programme Director to the New Hospital SRO.  27.    Work with the Clinical Strategy Director, Technical Director and Programme Director to establish a clinical engagement framework for informing the hospital design, ensuring that developments are evidence-based and informed by innovation and learning, whilst also being aligned to Hospital 2.0. 28.    Identify and create opportunities to learn from best practice in relation to hospital design at other organisations, both within the New Hospital Programme and in other new hospital buildings in the country.   29.    Provide inspirational, visible leadership so that all colleagues are engaged and motivated to provide excellence in innovation and service transformation as part of the operational readiness to transition to the new hospital.  30.    Foster an open and inclusive style of management, leadership and communication, and encourage team working and good working relationships.  31.    Meet with programme team members on a regular basis to ensure that operations and clinical aspects of the programme and Business as Usual are harmonised.  32.    Budget management and approval of expenditure up to limits defined by the Trust’s Scheme of Delegation.  33.    Responsible for ensuring that risks are escalated through the appropriate channels at the earliest opportunity and that any personal concerns regarding the delivery of the Programme, or any individuals employed or involved therein, are escalated or shared via the Trust’s Freedom to Speak Up Guardian.  34.    The postholder will provide and receive highly contentious, highly complex or highly sensitive information.  35.    In pursuing these duties, the post holder will ensure compliance with the NHS Constitution and be familiar with the NHS England Guidance ‘Understanding the new NHS’.

- Highly developed communication, influencing and stakeholder management skills, including the ability to manage complex, sensitive and contentious information

### Knowledge

**Essential**

- Comprehensive knowledge of NHS policy, the New Hospital Programme, patient safety, and capital projects within a clinical environment

### Experience

**Essential**

- Demonstrable senior clinical leadership experience, including leading service change and working at a senior clinical or nursing level within the NHS

**Desirable**

- Experience of providing clinical leadership within major capital or hospital development projects, including clinical design or operational readiness
- Experience of major programmes and transformational change, including decant planning or transitioning to new healthcare facilities
- Experience of working with architects, designers, or on healthcare facility design and commissioning processes

### Qualifications

**Essential**

- Educated to master’s level (or equivalent experience) with relevant clinical professional registration and evidence of continued professional development

**Desirable**

- Relevant additional qualifications such as programme/project management or healthcare planning training
