North East and North Cumbria Integrated Care Board is seeking an experienced and ambitious senior leader to take forward a key strategic role within our Commissioning function.

### Main duties of the job

Reporting to the Deputy Chief Operating Officer, this post will lead the development of contracting, contract management and procurement approaches across the Integrated Care Board and wider system.

The role has responsibility for supporting strategic commissioning arrangements across NHS, independent sector, voluntary sector and primary care services, whilst ensuring compliance with the Provider Selection Regime, Procurement Act and wider NHS requirements.

### Detailed job description and main responsibilities

This is an exciting opportunity to shape the future of commissioning and contracting across a system serving 3.1 million people. The postholder will lead major strategic programmes, support arrangements for services transferring from NHS England delegation, develop new contractual models and provide senior leadership across a broad portfolio of commissioning activity.

## Person Specification

### Experience

**Essential**

- Significant experience in leading and management of large-scale commissioning and/or strategic contracting programmes
- Experience of leading strategic planning and operational planning in the NHS
- Experience of performance management and improvement approaches
- Experience of overseeing the development and maintenance of business plans and strategies across multiple directorates or organisations.
- Experience of development and execution of continuous improvement methodologies and improved outcomes.
- Extensive experience of developing and implementing effective systems and processes in a large organisation, or across a network of organisations, using agile approaches where appropriate including the use software to develop reports, multiple information sources and systems;
- Experience of developing performance management reports using multiple software systems
- Significant experience of provision of executive leadership across and within organisations

**Desirable**

- Experience at senior manager, functional head/programme level within an appropriate healthcare setting.

### Qualifications

**Essential**

- Degree level qualification or equivalent experience.
- Evidence of sustained personal & professional development
- Specialist knowledge of commissioning and/or strategic planning and/or strategic contracting gained at master’s degree or equivalent experience working at a senior level

**Desirable**

- Prince 2 or Managing Successful Project Qualification
