The Data Warehouse Manager is responsible for leading the design, implementation, management and continuous development of HEIW's workforce data warehouse, providing a robust, secure and high-quality information platform to support workforce planning, strategic decision-making and organisational performance.

The post holder will act as the organisation's expert in SQL database architecture, data warehousing and workforce modelling, ensuring the effective integration, governance and analysis of complex workforce data from multiple internal and external sources.

Working collaboratively with stakeholders across HEIW, NHS Wales, Welsh Government and partner organisations, they will develop innovative data solutions and workforce data models, ensuring compliance with data governance and GDPR requirements. The role also provides leadership for the Data Warehouse team, driving continuous improvement in data quality, reporting, system development and analytical capability while supporting the delivery of national workforce intelligence and organisational performance objectives.

### Main duties of the job

The post holder will lead the design, development, implementation and management of HEIW’s workforce data warehouse, ensuring the delivery of a secure, reliable and scalable platform to support workforce planning, operational delivery and strategic decision-making across NHS Wales. They will be responsible for the development and maintenance of SQL database solutions, including database architecture, complex queries, data integration processes, reporting interfaces and the migration of existing on-premises SQL solutions to Azure cloud-based architecture.

The post holder will ensure effective data governance, quality and compliance with GDPR, information governance standards and data-sharing agreements, integrating workforce data from multiple sources including the ESR Data Warehouse and external datasets. They will provide expert analysis, develop workforce intelligence products, dashboards and reports, and apply advanced analytical techniques and workforce modelling methodologies to support forecasting, scenario planning and strategic workforce planning.

Working collaboratively with stakeholders across HEIW, NHS Wales, Welsh Government and partner organisations, the post holder will provide specialist advice, improve data capability and lead innovation in data analysis and visualisation. They will also provide leadership and direction to the Data Warehouse team, supporting staff development, continuous improvement and the effective delivery of workforce information services. The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.
