Applications are sought for a Consultant in Vascular Surgery for East Lancashire Hospital, part of the Lancashire and South Cumbria Vascular Network. East Lancashire Hospital is across two site, Blackburn and Burnley Hospital. The Lancashire and South Cumbria Vascular Network will cover a population of over 2 million people, centred chiefly in the towns to the south of the region but extending to cover the Lake District, East Pennines and Morecambe Bay.  The post offers an exciting opportunity to support the expanding and developing vascular services offered by a busy network in what is likely to become one of the largest vascular networks in the UK.  The future of the Network is to have the main arterial surgery centre at Preston and will be supported by network hospitals in Chorley, Wigan, Blackpool, Lancaster, Barrow-in-Furness, Kendal, Blackburn and Burnley.

The network’s inpatient activity is currently managed at the two designated vascular specialist centres at Preston (Lancashire Teaching Hospitals Trust) and Blackburn (East Lancashire Hospital Trust).The long-term goal of the network is for a single arterial centre based at Preston and the business case for Lancashire and South Cumbria Network is currently under development, with submission in 2025. This current post will be based at Blackburn until the full merger the date for this is not yet known.

### Main duties of the job

It is expected that the successful post-holder will offer a subspecialty interest that will complement the present consultants in the department.

The successful candidate will be expected to contribute equally to the Vascular Surgery clinical workload. On a typical job plan we would expect the applicant to undertake two outpatient clinics per week (one will be a peripheral clinic), one-two inpatient theatre sessions, day surgery and special interest sessions depending on a negotiated job plan. The specialist sessions of current consultants include an endovascular radiology session, diabetic foot MDT clinic and a specialist dialysis access clinics.

### Detailed job description and main responsibilities

- Be expected to provide a patient centred service, respecting the privacy, dignity and choice of individual patients. They will be responsible with Vascular and Radiology colleagues for the provision of outpatient and inpatient services within the East Lancashire Hospital Trust for both routine and emergency attenders.
- Aim to deliver high quality care with the help of the existing surgical and interventional radiological team.
- Assist consultant colleagues in the continued development of the Vascular Arterial Centre and contribute to service development.
- Be involved in complex clinical, patient management problems and multi-disciplinary planning treatment.
- Share in administrative duties allocated by mutual agreement within the Directorate.
- Ensure the dictation of clinical letters is completed in a timely manner.
- Observe and comply with clinical and non-clinical policies and procedures (including local and national employment and personnel policies) agreed with employees and management. In particular, the post holder will be responsible for updating policies and guidelines for the vascular service along with colleagues, which should be reviewed annually.
- Be closely involved in clinical audit, research and clinical governance.
- Provide support to the complaints process (this may include attending complaint meetings with patients, families and their relatives).
- Undertake all mandatory training, including annual safeguarding training (in-house).

### Audit

**Essential**

- Evidence of: - morbidity/mortality audit, unit and specialty audit, understanding of risk assessment

**Desirable**

- Experience of leadership or management in audit or quality improvement

### Research

**Essential**

- Ability to teach clinical skills, teach and lecture on specialty
- Ability to apply research outcomes to clinical problems
- Publications in peer-reviewed journals
- Presentations at international, national and regional level

**Desirable**

- Ability to supervise postgraduate research
- Previous experience of Clinical Trials

### Teaching

**Essential**

- Evidence of - Experience in teaching, education of doctors in training and undergraduate students.
- Evidence of - teaching to medical students, junior doctors, other PAMS
- Evidence of - operative teaching to SpR and CST trainees

**Desirable**

- Management/involvement in local or regional teaching programmes

### Attainments

**Essential**

- Full GMC registration
- Entry on the GMC specialist register via CCT (proposed CCT date must be within 6 months of interview), CESR or European Community Rights
- Appropriate higher surgical qualifications (e.g FRCS)

**Desirable**

- Postgraduate thesis/Higher Degree (e.g. MD/Ph.D)

- Clinical training and experience in vascular surgery equivalent to that required for UK CCST.
- Statement regarding appropriate training and experience including that related to vascular surgery
- Good communication skills, especially with patients, relatives, GPs, colleagues, nursing staff and management.

**Desirable**

- Specialist vascular fellowship (or equivalent documented experience)
