An exciting opportunity has arisen for a Clinical Engineer to join the Clinical Engineering team within Estates & Facilities. The successful candidate will support the maintenance, repair, calibration, testing and commissioning of medical equipment across the Trust, ensuring safe and effective patient care.

The post holder will undertake preventative maintenance, fault diagnosis and repairs, support equipment procurement and disposal, maintain accurate asset records, and ensure compliance with relevant legislation, standards and Trust procedures.

Working closely with clinical teams, manufacturers and contractors, the Clinical Engineer will provide technical support, undertake acceptance testing of new equipment, and contribute to equipment audits, risk management activities and service improvement initiatives.

The ideal candidate will have an engineering qualification, experience of maintaining medical equipment, strong technical and problem-solving skills, and the ability to communicate effectively with a range of stakeholders. This is an excellent opportunity to support patient safety and the delivery of high-quality clinical services across the Trust.

### Main duties of the job

The Compliance Monitoring Officer is a key role within the Estates & Facilities Directorate, responsible for supporting compliance assurance, governance, contract monitoring, and performance management across Trust services.

The post holder will monitor statutory, regulatory, and contractual compliance requirements, undertake audits and inspections, analyse performance data and risks, and support the implementation of corrective actions. They will coordinate compliance monitoring programmes, maintain governance records, and provide assurance that estates and facilities services operate safely and effectively.

The role will support the monitoring of PFI and outsourced service contracts, ensuring compliance with contractual obligations, key performance indicators, service specifications, and lifecycle requirements. Working closely with Estates, Facilities, contractors, clinical services, and senior managers, the post holder will help maintain a safe, compliant, and high-quality environment for patients, visitors, and staff.

The successful candidate will have experience in compliance, estates, facilities, contract management, governance, or a related field, together with strong analytical, communication, and organisational skills. Knowledge of NHS compliance requirements, health and safety legislation, and performance monitoring processes would be advantageous.

### Detailed job description and main responsibilities

- Monitor and record compliance of in-house and contractor-led services against key regulatory and guidance frameworks, including HTMs, HBNs, SFG20, and ACOP L8.
- Communicate highly complex compliance failures or statutory breaches to senior management and external regulators, requiring developed persuasive and reassurance skills to overcome significant barriers to acceptance.
- Responsible for adapting and designing information systems to meet the evolving needs of the Estates and Facilities department, ensuring integration with Trust-wide compliance and reporting requirements.
- Assist in the collation and verification of data for the NHS Premises Assurance Model (PAM) and Trust internal compliance dashboards.

### Applicant requirements

The postholder will have access to vulnerable people in the course of their normal duties and as such this post is subject to the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (Amendment) (England and Wales) Order 2020 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service to check for any previous criminal convictions.

### Level 3 qualification in Estates, Engineering, or Building Services

**Essential**

- Level 3 qualification in Estates, Engineering, or Building Services
- IOSH Managing Safely
- Knowledge of HTMs, HBNs, and SFG20 maintenance standards
- Understanding of statutory compliance areas (e.g., water, electrical, LOLER)
- Auditing and performance monitoring in FM/engineering settings

**Desirable**

- NEBOSH or similar safety qualification
- Training in CAFM systems or NHS compliance
- Strong Microsoft Office and data management skills
