### Job summary

This is an exciting opportunity to influence and transform the future of Frailty, Palliative and End of Life Services across the Birmingham, Black Country and Solihull Integrated Care System, co-designing services fit for an ageing population.

Working within a complex and rapidly evolving Integrated Care System the post holder will focus upon improving clinical outcomes, safety and experience and reducing inequalities across the Frailty, Palliative and End of Life Care Pathways.

This role supports the delivery of strategic commissioning and transformation across both unplanned and planned care, ensuring services provide high-quality outcomes, value for money, and improved population health. Working with NHS providers, primary care, local authorities and system partners, the post holder will develop and implement neighbourhood health commissioning frameworks, drive service improvement, reduce health inequalities, and identify opportunities for joint commissioning. The role also provides leadership across the portfolio, deputising for the Head of Programme and supporting continual professional development and staff management across the team.

### Main duties of the job

- Support the planning, development and delivery of neighbourhood health, unplanned and planned care commissioning programmes, ensuring alignment with organisational priorities and strategic objectives.
- Build and maintain effective relationships with a wide range of stakeholders across the NHS, local authorities, providers, voluntary sector organisations and partner agencies.
- Lead and coordinate projects, managing risks, issues, resources and dependencies to ensure successful delivery of outcomes on time and within budget.
- Provide expert analysis, interpretation and presentation of data to support decision-making, business cases and service improvement.
- Contribute to service development by reviewing policies, implementing changes, identifying best practice and supporting research and innovation initiatives.
- Manage budgets and resources responsibly, ensuring value for money and compliance with financial governance requirements.
- Prepare reports, briefings and presentations for senior leaders, boards and programme groups, communicating complex information effectively.
- Lead, support and develop staff, including recruitment, performance management, appraisals and professional development.
- Deputise for the Head of Programme Frailty and End of Life Care when required and provide leadership across the directorate.
- Maintain up-to-date knowledge of healthcare policy, commissioning practice and emerging national priorities to inform service transformation and improvement.

You will be accountable for:

Support the development of neighbourhood health strategic commissioning frameworks across designated portfolio areas.

Engage with provider collaboratives, NHS Trusts, primary care and the independent sector as appropriate,

Maintain oversight and accountability of lead provider arrangements to ensure delivery against the neighbourhood health strategic commissioning frameworks.

Apply commissioning skills and knowledge to national policy to ensure application to the local population health intelligence to drive the ICBs neighbourhood health strategic commissioning approach and reduce health inequalities.

Work with other ICB clusters across the Midlands to identify and realise opportunities for Joint Commissioning.

Develop skills and competencies required for strategic and tactical commissioning functions including PHM, analytical and contractual/legal.

The postholder will deputise, as appropriate, for the Head of Programme Frailty and EoL and will oversee line management arrangements for staff across the Directorate.
