An enthusiastic, forward thinking and high calibre finance professional is required for the permanent post of Commercial Finance Manager.

The post holder will be directly responsible to the Head of Financial Management and Planning.  You will be responsible for providing a high quality financial management service to the newly created Division of Genomic Medicine.

The post holder will be responsible for ensuring efficiency, effectiveness, integrity and an appropriate business focus.  This will include delivering against the Trust's Efficiency and Productivity programme without impacting upon the quality of patient care.

The role provides an opportunity to be part of new developments in healthcare and provides a platform for wider professional exposure in the healthcare sector.

The NHS has an ambitious agenda to harness the power of genomic technology and science to improve the health of the population and deliver on the commitments in the NHS Long term plan.

This is a senior finance leadership role with autonomy to shape the finance and performance of the Genomic Medicine Division (the Lead Provider for Central and South Genomics).

You will be a qualified accountant with significant experience and expertise in financial management in an NHS setting obtained in a senior finance role.  Modeling, forecasting, presenting and analytical skills are a pre-requisite for this post along with highly developed negotiation and communication skills. The role involves regular engagement with both internal and external stakeholders, from both partner Trusts and Commissioning organisations.

### Qualifications

**Essential**

- Undergraduate degree and Post graduate qualification or equivalent.
- Postgraduate qualification in accountancy (CCAB/CIMA)
- Commitment and evidence of continuing professional and personal development.

### Other Requirements

**Essential**

- Comprehensive knowledge of MS Office and expertise in advanced financial modeling using spreadsheets and databases.
- Proven ability to concentrate frequently with an unpredictable work pattern with the ability to switch tasks at short notice.
- Ability to work flexibly in a complex financial environment independently and constructively as part of a wider team.
- Punctual and flexible across hours of work when required.

- Demonstrable ability to analyse highly complex problems relating to business case production and analysis

### Knowledge & Nature of Experience

**Essential**

- Expert knowledge of financial and accounting procedures, financial and other aspects of legislation and NHS finance policies and procedures, including current IFRS and Tax Legislation and its application within the NHS.
- Significant experience and expertise in financial management with post-qualification experience in an acute NHS financial Management environment in a senior Finance role.
- Comprehensive knowledge of the principles of financial reporting and control

- Proven ability to advise / constrain senior budget holders to a certain course of action
- Demonstrable ability to assimilate and successfully communicate highly complex, sensitive and or conflicting information to often senior non-finance managers and other cohorts of staff.
- Proven ability to give complex financial presentations to large groups of senior non-finance managers conveying financial concepts clearly and persuasively

### Professional/Managerial/Specialist Knowledge

- Experience of being responsible for the day to day management of a finance team including the recruitment, development and appraisal
- Demonstrable ability to deal with staff performance and disciplinary issues effectively
- Develops and monitors budgets for external departments/services/programmes, providing comprehensive financial advice to them as required.
- Proven ability to both set and achieves realistic and measurable objectives within timescales
