### Job overview

This fixed term post will be hosted by the Humber and North Yorkshire Health and Care Partnership Mental Health, Learning Disabilities and Autism Collaborative Programme. It will focus on helping to develop clinical engagement and influencing mental health systems to enhance quality care delivery, reduce inequity and improve access to care for patients with learning disabilities and neurodiversity within the Humber and North Yorkshire footprint.

In addition, the post will assist with the co-development and support of the clinical strategic direction of the Collaborative Programme in regard to learning disabilities and autism.

### Main duties of the job

The post-holder will have good negotiation skills and the ability to influence and work in a flexible way to support the work of the Collaborative Programme. In addition, they will need to be able to work effectively across organisational boundaries with GPs, Learning Disability, Neurodiversity and Mental Health Clinicians and professionals involved in service delivery, health and social care commissioners, health and local authority providers and a range of partners across the Collaborative Programme and the ICS, including experts by experience and their families.

The post-holder will be expected to work closely with the Learning Disabilities and Neurodiversity Workstream Lead and the Mental Health Clinical Leads within the Collaborative Programme.

The post holder will focus on:

- 1.    Assisting with developing clinical engagement across organisational boundaries. 2.    Influencing Learning Disability, Neurodiversity and Mental Health systems to help improve services and patients’ outcomes. 3.    Co-developing and supporting the clinical strategic direction of the Collaborative Programme.

## Person Specification

### Experience

**Essential**

- Experience of working specifically in Learning Disability and Neurodiversity services at Consultant /senior clinical ‘consultant equivalent level
- Ability to work across organisational boundaries developing and maintaining multi-professional and multi-agency partnerships
- Able to demonstrate examples of positive impact/ change within a programme or service areas.

**Desirable**

- Experience of assessing the impact of new services or projects on vulnerable and/or hard to reach groups.
- Demonstrable experience of working across team/organisational boundaries developing and maintaining multi-professional and multi-agency partnerships

### Skills and Competencies

**Essential**

- Effective inter-personal skills and experience in supervising
- Confident in the use of IT systems including but not limited to Microsoft Office, Email, and the Internet.
- Ability to lead and motivate and direct activities across many teams in planning and implementing service development and highly complex change across health and social care boundaries.
- Promote and include patients their families, advocates, and carers in co-production activities.

**Desirable**

- Able to demonstrate effective communication skills at all levels i.e. strategically and locally.

### Qualifications and Knowledge

**Essential**

- Full registration with the GMC or equivalent clinical professional body with a licence to practice e.g. HCPC.
- Knowledge of integrated health and care systems and the Humber and North Yorkshire Mental Health, Learning Disabilities and Autism Collaborative Programme
- Evidence of relevant post graduate qualifications and continuing professional development
- Have working knowledge of the National Quality Transformation plans for Mental Health, Learning Disability and Autism Inpatient services.

**Desirable**

- Doctorate level qualification in area of relevant specialism.
