### JOB SUMMARY

The post holder will play an essential role supporting the Directorate by contributing to the development of, and sustaining an effective learning environment for all grades of the nursing team including nursing students.

Working in partnership with others to uphold a culture of learning and development.

Act as an effective role model.

Support and promote best practice through the development and evaluation of educational and training programmes.

Provide professional support to ensure that the NMC Standards for Learning and Assessment and Competency for Registered Nurses are met

Under the direction of the Clinical Manager and Lead Nurse(s), the post-holder will promote the delivery of high quality, safe and effective care across the areas of responsibility and the wider Medical Specialties Directorate; and will support the Lead Nurse in the development and review of services and professional standards promoting quality and practice development within the areas.

The post holder will work closely with the relevant senior nurses to ensure implementation and application of professional and evidence-based practice and research, including regional policies and procedures; and they will contribute to the development of processes to establish safe and effective systems whilst supporting nursing staff in achieving tangible improvements in the quality of care and health outcomes for patients and clients within the directorate.

### KEY DUTIES / RESPONSIBILITIES

Clinical/Professional/Specific Managerial Responsibilities

The post holder will focus on the following key areas, within the organisation’s governance framework:

1. Ensure safe and effective practice

1.1 Professional, ethical and legal

Maintain own professional and personal development in accordance with the NMC (2015) The Code: Professional Standards of Practice and Behaviour for Nurses and Midwives.

Adhere to DHSSPS and NMC guidelines for practice requirements/ competencies in relation to learning and assessment and clinical standards, for example, safe handling, administration, storage and custody of medicinal products.

Adhere to Trust guidelines, policies and procedures.

Ensure risk management and governance arrangements are in place within the wards/ departments.

Ensure that organisational goals are reflected in personal and in departments service plans.

Contribute to the development of the Trust’s policies and strategies, where appropriate.

Establish and maintain relationships based on mutual respect communicating on a regular basis with the colleagues, patient / client, relatives and carers in the provision of care and services.

Ensure appropriate systems are developed and operational to facilitate dissemination of information within the wards / departments teams.

Adhere to the Data Protection Act (1998).

Maintain effective records management ensuring all documentation written or electronic is managed as per HSC Trust and NMC (2009) guidelines.

Adhere to the Code of Conduct for HSC Managers, as per Human Resource policies and procedures.

1.2 Evidence-based practice

Promote a culture of research and evidence-based practice within the Outpatient/Ambulatory departments to enhance person-centred care.

Ensure evidence-based care is provided to agreed standards within the Outpatient/Ambulatory departments.

Ensure systems and processes are in place to support effective mentoring of relevant staff.

Create an environment which supports a culture of life-long learning and reflective practice for all staff.

Participate / lead in developing, implementing and monitoring policies, procedures and protocols.

Act as a change agent, developing clinically effective practice through the effective utilisation and integration of evidence.

1.3 Environment

Ensure a Risk Register incorporating generic clinical and non-clinical risks in the Outpatient/Ambulatory departments as per HSC Trust policy and with regard to learning and development of nursing staff.

Ensure a safe and clean environment for staff, patients / clients and visitors by ensuring compliance with legislation, policies and protocols including health and safety, healthcare associated infection, risk management and critical incident reporting.

Ensure staff awareness of environmental issues and take appropriate action as per HSC Trust policy.

Participate in the analysis, assessment and management of actual and potential risks to health and well-being.

Ensure safe and effective use of equipment as per HSC Trust policy.

Ensure near misses, incidents, accidents and faulty devices are recorded, reported, investigated and learning disseminated as per HSC Trust policy.

1.4 Multi-professional working

Assist to establish systems and processes to ensure effective communication and continuity of patient / client care by liaising with multi-disciplinary/multi-agency teams and across directorate interfaces – e.g. primary care services.

Maintain effective collaboration partnership with education providers and all other interested parties to enhance learning and development experiences of all nursing staff including nursing students.

Contribute in preparing reports for learning and sharing following internal/ external inspections, audits or reviews to assist in the development of services and opportunities for learning for all staff.

2. Enhance the patient / client experience

2.1 Person-centred care

Promote appropriate care values including: compassion, respect, empathy, treating people with dignity, integrity, courage, responsibility and adaptability.

Support the development and maintain a culture of person-centred care within the wards / departments which will enhance the staff learning and the patient/ client experience.

Promote caring environments where equality and diversity issues are respected and patients / clients and their carers are enabled to be partners in their care.

Implement strategies for communication between staff, patients / clients, relatives and their carers, showing awareness of barriers to understanding.

Facilitate communication between all members of the multi-disciplinary / multi-agency team, and across care settings.

Support the safety and quality of the patient/ client’s journey through effective learning and development processes.

Support effective admission/ discharge planning with relevant multi-disciplinary and multi-agency teams through effective learning and development processes.

2.2 Patient / client involvement

Identify opportunities for meaningful involvement of patients / clients and carers in relation to the development of care and services.

Ensure effective systems are in place to gain patient / client and carers’ feedback on their experience of care to support the learning and development of staff.

Ensure compliments and complaints are managed in line with HSC Trust policy including the dissemination of shared learning.

3. Provide effective leadership and management

3.1 Role model

Act as a visible clinical and educational advocate supporting nursing staff within the Outpatient/Ambulatory departments in practicing the highest standards of conduct in accordance with the NMC code of conduct and all relevant Trust policies.

Enable professional decision making and effective team working for all staff including nursing students.

Empower and enable staff to contribute to the delivery of high quality person-centred care.

Support clinical expertise and development of all nursing staff within the Outpatient/Ambulatory departments.

Assist in human resource management procedures including recruitment and retention of staff, review of workforce control and skill mix, delivery of induction training and career development of all nursing staff.

3.2 Develop team performance

Promote, develop and facilitate a learning culture within the Outpatient/Ambulatory departments.

Promote equality of opportunity for all, in accordance with HSC Trust Equality Opportunity Policy.

Promote a person-centred culture to facilitate good staff relationships and morale among staff.

Contribute to the education commissioning process for nursing staff.

Support the management of poor performance and practice of staff in line with HSC Trust policies.

Work in partnership with Higher Education Institute staff.

Understand and support the implementation of the Trust, NMC standards and policies relating to education and learning including Future Nurse Future Midwife NMC Education Standards NI

Ensure supervision, mentorship and preceptorship is embedded for pre and post registration students, registered nurses and health care support workers, as appropriate.

Challenge appropriately and confidently where standards of care fall below that expected by the Trust, Directorate, patient/ clients and their carers.

Participate in learning needs analysis and contribute to the implementation of an effective infrastructure supporting learning and development for all nursing staff including nursing students and health care support workers.

3.3 Effective use of Resources

Ensure resources are used to optimal effect in delivering safe and effective services.

Ensure adherence to financial policies and procedures, particularly Standing Financial Instructions, Authorisation Frameworks, Procurement Legislation and associated processes, and Prompt Payment Code.

Ensure adherence to HSC Trust financial controls and fraud awareness principles (e.g. verification of authenticity / accuracy of the Staff-in-Post records).

Ensure adherence to the principles of good governance and HSC Trust systems for effectively managing stock and safeguarding fixed assets in order to protect the Trust/ Directorate from financial risk, particularly in respect of patient/ client monies, property and charitable funds.

Display managerial and organisational skills to ensure that products required for learning and development purposes are procured in a timely fashion and demonstrate value for money.

4. Contribute to the delivery of the organisation’s objectives

4.1 Continuous quality and improvement

Promote a culture of continuous quality improvement through the use of audit (including multi-professional audit), patient / client feedback and reflection on practice by self and other members of the team.

Utilise and promote e-health technology as applicable.

Promote nursing through the participation in nursing research and audit activities to enhance nursing learning and development and share the same at regional and national events/ conferences.

Assist in the investigation of complaints, critical incidents, adverse events and near misses in order to ensure that correction action is taken and that subsequent learning is disseminated across the Directorate

4.2 Service improvement, development and modernisation

Work in partnership with a range of clinicians and managers in the planning or development of services including the educational needs of pre- and post-registration nursing staff.

Review processes / practices with clinical leads and senior managers to ascertain if there are better ways of working within the wards / departments to enhance patient / client care, service delivery and deliver required efficiencies.

Facilitate and support external and internal reviews or inspections e.g. RQIA Assessments, VFM Audits; including completion of baseline assessments of the Service/ Directorate’s position against key standards and the preparation of relevant documentation/evidence

Ensure key recommendations from internal/ external reports or audits are disseminated and reviewed within the Directorate and appropriate actions agreed; ensure adherence to recommendations and that lessons are learned.
