An exciting opportunity has arisen for a Clerk of Works to join the Capital Projects Team at Royal Cornwall Hospitals NHS Trust (RCHT).

This key role supports the delivery of major and complex capital projects across the RCHT estate, improving clinical environments, enabling service development and delivering high-quality facilities for patients, staff and visitors.

The post holder will provide client-side Clerk of Works assurance, influencing project quality and safety from initiation to operational delivery. They will support design teams, consultants, contractors and the wider supply chain, ensuring work is delivered safely, effectively and in line with agreed governance, programme, quality and financial requirements.

Working with Project Managers, Estates, IPAC and external stakeholders, the successful candidate will provide clear communication, strong leadership and robust construction quality and health and safety control across a varied capital programme. They will manage complex stakeholder relationships and help maintain high standards of construction safety and quality.

This role would suit an experienced construction site manager or building professional with strong technical knowledge, excellent organisational skills and the ability to support complex projects in a busy healthcare environment. The successful candidate will help deliver RCHT’s strategic estate priorities and improvements that make a real difference to patient care.

### Main duties of the job

- Provide client-side Clerk of Works assurance across capital, refurbishment, infrastructure and maintenance schemes.
- Inspect, monitor and report on workmanship, compliance, site safety, commissioning, defects and handover evidence.
- Review works against approved designs, contracts, Trust standards, statutory requirements, HTMs, HBNs and Capital Projects governance.
- Support design review, pre-construction planning, RAMS, permits, technical queries, inspections, commissioning, defects and handover.
- Work with Project Managers, Estates, clinical teams, consultants, contractors and specialist services including Fire Safety, IPAC, Health and Safety and Digital Services.
- Maintain auditable records of progress, quality, safety, defects, commissioning, decisions, actions and close-out evidence.
- Identify issues, seek clarification, recommend corrective action and escalate through agreed project, contract or Trust routes.
- Provide risk-based check and challenge to support safe, compliant, maintainable and operationally suitable outcomes in live healthcare environments.

## Person Specification

### Experience

**Essential**

- Substantial experience inspecting, coordinating or delivering construction, refurbishment, infrastructure or building services works in live operational environments.
- Experience analysing drawings, specifications, technical submissions, RAMS, inspection/test plans, commissioning records, defects and handover documents.
- Experience identifying non-conformance, assessing risk, recommending corrective action and escalating quality, safety, compliance or handover concerns.
- Experience maintaining inspection records, photographic evidence, defect logs, action trackers and audit-ready project information.

**Desirable**

- Previous Clerk of Works, Site Inspector, NEC Supervisor, Resident Engineer or similar assurance role.
- Experience in NHS, healthcare, acute hospital, critical infrastructure or similarly regulated environmen
- Experience supporting handover, O&M reviews, asset information, Regulation 38, defects management and post-completion review.

### Qualifications

**Essential**

- Degree-level qualification in construction, building services, engineering, surveying, building control, healthcare estates or related discipline. Or equivalent
- Relevant technical qualification in construction, building services, engineering, surveying, building control, healthcare estates or related discipline, or equivalent specialist knowledge from substantial practical experience.
- Construction and/or building services knowledge sufficient to provide competent site assurance, identify defects or non-conformance and challenge where works do not meet approved requirements.
- Substantial practical experience providing technical assurance across construction and building services works in live or complex operational environments.

**Desirable**

- Membership of ICWCI, CIOB, CIBSE, IHEEM, RICS, IET or similar.
- Formal training in CDM 2015, healthcare engineering standards, fire safety, asbestos awareness, infection prevention in construction, commissioning or NEC/JCT contracts.
- Evidence of CPD relevant to construction inspection, healthcare estates, safety, quality assurance, commissioning or project delivery.
