We are thrilled to announce a brand-new opportunity to be part of an exciting journey within our two Community Diagnostic Centres (CDCs), serving the vibrant and diverse communities of Southeast London.

As the CDC Quality Manager, you will play a pivotal role in developing and embedding a Quality Management System that supports accreditation with UKAS and aligns with Quality Standards in Imaging (QSI). This is a unique chance to contribute to the delivery of safe, effective, and high-quality diagnostic services.

### Main duties of the job

To facilitate, co-ordinate and maintain the delivery of an effective quality management system (QMS) within Community diagnostic centres that is consistent with the requirements of current Quality Standards for Imaging (QSI) and UKAS standards. To promote quality improvement within CDCs across both CDC sites, whilst having the freedom to deliver on agreed objectives. To support and train staff and be accountable for all aspects of the quality of service delivered. The post holder will also help support the clinical governance programme, be responsible for relevant project management for e.g. QSI accreditation and be responsible for preparing monthly and quarterly audit reports on relevant areas such as clinical incidents, serious investigations and complaints.

### Detailed job description and main responsibilities

Managerial responsibilities

- To act as the lead specialist in quality management
- To ensure that the quality system is managed in a manner consistent with the requirements of current QSI and UKAS standards.
- The post holder must collaborate with the respective Heads of Imaging to ensure compliance with pre-established specifications/standards that under-pin the quality of the service.
- To report to managers and section heads' on the performance of the quality system, highlighting areas for improvement via both informal and formal reporting mechanisms.
- Lead in the development of plans for the improvement of services for patients arising out of audits (including Gap analysis) and patient surveys of services.
- To proactively and positively contribute to the achievement of a high quality patient experience through individual and team effort. Supporting team members to deliver on their functional relevant objectives by offering advice, guidance and support as appropriate.
- To ensure systems are in place to regularly assess patient satisfaction and that consequent improvements are identified and implemented.
- To facilitate the management of information gained from patient experience surveys and complaints, collating information and facilitating achievement of identifiable action plans.
- To provide specialised advice concerning all quality issues, particularly in relation to accreditation to National standards to the clinical and non-clinical teams, Project managing appropriate actions to enable a quality service provision.
- Communicating with and bringing together external assessment managers and staff of different disciplines and driving the group to plan, formulate and agree comprehensive complex quality procedures.
- To collaborate with the Head of Imaging and Modality/CDC Leads to support the timely response to complaints. This will include making initial contact with complainants, supporting leads with investigation process and complaint responses and ensuring these are managing within appropriate timeframes.
- To attend Accreditation, Governance, Quality and any other relevant meetings as required.

Document & Data management

- To establish and maintain the processes to control all documents and data that relates to the requirements of QSI and UKAS and IR(ME)R guidelines whilst following trust policies relating to information governance and document management.
- To co-ordinate and facilitate the development and review of all policies, procedures, protocols and guidelines that form the QMS.
- To maintain the Imaging QMS database as a controlled document register to ensure that the current issues of appropriate documents are available, where operations essential to the effective function of the quality system are performed.
- To maintain the Imaging QMS database as the mechanism by which documents and data are reviewed and approved for adequacy, ensuring review is carried out at a minimum of specifically designated intervals, by competent personnel prior to issue/re-issue.
- To oversee and review trends in line with audit outcomes, risk assessments, user involvement and adverse incidences.
- To ensure that all personnel who may utilise the documents are informed of the purpose of the quality management system and to facilitate notification of any changes to individual documents.
- To ensure that ‘active' controlled documents are accessible by all staff, where authorised, at all locations where operations essential to the effective function of the quality system are performed.
- To facilitate the archive of invalid and/or obsolete documents promptly.
- To retain records of obsolete documents for legal and/or knowledge preservation purposes.
- To contribute to the production of patient information through a variety of media.

Risk management

- To assist in developing and maintaining the risk register.
- Assist in the reporting and complex analysis of all incidents / accidents and non-conformances of service.
- Ensure audits of safeguard incidents & non-conformities are undertaken and fed back to the peer teams in all disciplines including clinical staff.
- In association with Heads of Service identify incidents that require further investigation and assist in the definition and implementation of corrective action as appropriate.
- Arrange and deliver any lessons learned from incident reporting and ensure action plans/reviews are undertaken and followed up.
- To establish and maintain documented procedures for implementing corrective and preventative action.
- To implement and record any changes to the documented procedures resulting from corrective and preventative action.
- To ensure that relevant information on preventative or corrective actions is submitted for Clinical Governance and Management review.
- To review, monitor and collate departmental reports on all incidents, both clinical and non-clinical.
- To monitor the compliance of the QMS and Health and Safety policies to reflect the need to minimise the risk to the health and safety to all individuals within Imaging Services.

Work force

- The post-holder will hold direct line management over the CDC Quality Officer
- The post-holder will carry out regular appraisals and be responsible for Personal Developments Reviews and creating Personal Development Plans.
- The post-holder must also be confident in providing constructive feedback of both own and others work.
- Authorised signatory for office equipment used, authorise time sheets for staff.
- The post-holder will be required to monitor funding and identify needs and resources.
- To instruct, supervise and train other members of the CDC in the quality management system to ensure consistent highest standards of patient care at all times.
- To ensure that all new staff are inducted into the requirements of the QMS related to their own roles and responsibilities, providing update training as required.
- To identifying relevant quality-related training needs
- To develop and deliver a training programme for internal auditors that enable audits to be conducted to QSI and UKAS standards.
- To encourage the highest professional and technical standards in all staff using personal example and constructive supervision.
- To motivate staff and promote a high level of morale in the department
- To effectively line manage team members, taking responsibility for performance management and personal development
- To make proposals for and assist in implementation of changes in working practice as required for efficient service delivery
- General
- To attend any relevant study days and in-house lectures and training afternoons
- To take part in the department’s personal appraisal scheme and CPD.
- Maintain a commitment to professional development and a high level of technical and theoretical skills ensuring a CPD portfolio of evidence is kept up to date..
- To undertake any other duties appropriate to the post when requested by the Head of Radiography or Radiology Service Manager.
- Be able to cope with frequent interruptions from both colleagues and other medical and non-medical staff of the Trust.

### Qualifications and Training

- Masters Degree or PgDip level qualification or equivalent experience

- Certification with BSE
