### Job overview

To provide an expert voice in Cancer Services specifically around service improvement and transformation, demonstrating an advanced theoretical knowledge base and practical experience to underpin the role. To provide leadership and expertise in the provision of cancer services by facilitating, enabling and supporting the team in the delivery of high-quality evidence-based care. To lead the Cancer Services Operational Management Team to ensure there is a vision for the future which meets the Trust objectives and reflects national cancer strategy. To provide expertise in improvement, transformation, performance delivery and collaborative working in a fast-paced environment with competing demands. The post holder will provide expert advice on service development ensuring achievement of the national and local agenda with regard to cancer.

### Main duties of the job

- Work closely with the Deputy Divisional Directors of Operations, Deputy Divisional Director of Nursing, receiving highly complex, sensitive patient and service-related information relating to customer care.
- Work in partnership with Senior Managers, Executive Directors and senior clinicians from all organisations related to cancer services in the network to drive forward the Trust’s cancer plan, in line with national strategy.
- Responsible for overseeing and co-ordinating the development of business plans/cases to support the Trust’s Cancer Strategy. This will involve working closely with the Lead Cancer Nurse/Operational Manager and providing expertise in transformation/service improvement to ensure all service changes are in line with the Trust’s strategy and national guidance.
- Source and triangulate observational findings through analysis of multiple and complex data such as Board papers, CQC reports, quality indicator reports, performance data (published & unpublished), mortality rates, clinical quality indicators, staff surveys and own diagnostic data to ensure achievement of the Trust’s Cancer Strategy and NHSI cancer treatment standards. This will include working closely with all staff involved in the cancer services pathways and obtaining expert clinical opinions which may differ to influence and inform decisions

### Detailed job description and main responsibilities

The post holder will lead the long-term development of the Trust’s strategic vision within Cancer Services and promote excellence in:

- Performance Management
- Demand and Capacity Management
- Leadership, Engagement and Ownership
- Collection, analysis, and use of data
- Implementation of re-design pathways
- Team working with Trust Cancer Alliance colleagues to deliver excellence in cancer services.
- Responsible for recruitment and retention of staff in cancer services.
- Responsible senior manager for the cancer services team including line management responsibilities such as day to day management, appraisals, disciplinary etc.
- Accountable for the delivery of cancer services within the Trust.
- Accountable for delivery of the oncology eastern sector hub services at MWL
- Responsible for the overall performance of the Cancer Services Team.
- Ensure that all staff involved in cancer services provide adequate communication that is empathetic and reassuring to patients and families especially when the information is complex, sensitive, and highly emotive.
- Motivate, inspire and encourage the cancer services team.
- Attend regular meetings of Lead Cancer Clinicians from specific tumour groups, incorporating GP Cancer Leads
- Oversee the development of a Trust Cancer Strategy and Operational Policy and ensure effective communication of this and all cancer issues across the Trust
- Work closely with the clinical and corporate information departments to ensure all national and local information requirements are met including the establishment and maintenance of regular, robust monitoring and reporting systems, including report writing, delivery of presentations and collation of relevant data and specialised spreadsheets.
- Support the Deputy Divisional Director of Operations and the Trust Lead Cancer Clinician in the commissioning of new services.

### Applicant requirements

The postholder will have access to vulnerable people in the course of their normal duties and as such this post is subject to the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (Amendment) (England and Wales) Order 2020 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service to check for any previous criminal convictions.

- Extensive management experience in a senior role within the acute sector and associated with the speciality
- Knowledge and understanding of the modernisation agenda and the opportunities for redesigning services
- Record of successful operational management
- Experience in successful delivery of key NHS targets and standards
- Experience of business planning, budget setting and financial controls
- Experience of leading a team(s) and managing staffing issues
- Experience of implementing systems to improve patient safety and patient experience
- Evidence of having managed large pay and non-pay budgets
- Knowledge of current policy and issues in professional practice and the wider NHS
- Knowledge and understanding of the clinical governance and its application to improve care
- Knowledge of and positive approach to promoting equality and diversity
- Knowledge of recent policy development in the NHS
- Understanding of the part this role will play in delivering success within MWL
- Proven success at managing complex organisational change while maintaining service quality
- Significant experience of staff management, including the setting of objectives, team and individual appraisal, recruitment, and disciplinary issues
- Evidence of report writing and presentation skills, to include business cases and formal presentations
