### Job overview

We are looking for an experienced NHS operational manager with recent knowledge and a robust understanding of the national NHS Cancer Agenda, to join our team at East Suffolk and North Essex NHS Foundation Trust.

As the site based Cancer Performance and Delivery Manager (CPDM) at Colchester hospital you will hold day to day site management responsibility, ensuring that all MDT’s are covered and that daily tracking priorities are met.

Working closely with the CPDM at Ipswich hospital, you will report directly to the trust Head of Cancer Performance and Strategy.

ESNEFT is one of the top 5 trusts in the country in terms of the number of cancer treatments we provide more than 450 first treatments every month.

With more than 1200 cancer referrals every week, each hospital has an administration team of around 25 staff consisting of MDT coordinators, pathway trackers and cancer hub (2ww referrals) booking clerks.

The CPDM’s main responsibility will be to ensure the smooth running of the cancer services operational (MDT) function by maintaining a responsive service to each individual tumour site.

The recently published National Cancer Plan describes how cancer services will evolve and transform to support increasing patient referral numbers, enhance patient care and experience which then ultimately will improve outcomes and performance.

We may consider this role as a B7 development if you have recent relevant cancer knowledge/experience.

### Main duties of the job

The Cancer Performance and Delivery Manager (CPDM) will support the Trust Head of Cancer Performance and Strategy (HCP&S) in working across organisational boundaries, in the daily management and co- ordination of the ESNEFT Cancer programme. This role will be site specific based at Colchester hospital but will on occasion be required to cover cross between Ipswich and Colchester sites.

You will have already have expert knowledge of Cancer Waiting Times (CWT) and be able to provide accurate advice and guidance to junior staff and facilitate the delivery of cancer performance. You will be responsible for overseeing the daily management of the MDT performance function using expertise and previous experience to review processes in order to improve the efficiency of the team, streamline pathways and ultimately reduce the any avoidable delays to a patients cancer pathway. Working closely with the Specialty teams and the Ipswich Cancer Performance and Delivery Manager, you will play a key role in the delivery of the performance element of the ESNEFT Cancer strategy providing both operational oversight in terms of business development and implementation of strategic objectives.

You will support the Trust HCP&S to ensure that keynote reports are produced for all aspects of the cancer performance including the preparation of papers for key meetings including but not limited to, Divisional Business Meetings, Integrated Care Board Cancer Operational Group & Trust Cancer Programme Board.

## Person Specification

### Knowledge

**Essential**

- Ability to create documents and reports using but not limited to Word, Excel, PowerPoint
- Ability to present reports and respond to any related questions, at a senior level.
- Planning and management of service redesign

**Desirable**

- Use of Power BI
- Experience of Report writing

### Experience

**Essential**

- Proven experience in an NHS Operational or Performance Role at band 7 or above
- Ability to use Microsoft Office, in particular Excel and Access
- Subject expert level knowledge of Cancer Waiting Times (CWT)
- Proven success in delivering change and performance with and through management and clinical teams.
- Experience of managing a large team to deliver improved performance
- Experience of budget and staff management.
- Experience of service redesign and development
- Experience of dealing with complex and/or sensitive information and unpredictable situations.
- Ability to analyse complex problems and to develop practical and workable solutions to address them
- Ability to collaborate constructively with internal and external partners to create the conditions for successful partnership working
- Good working understanding of the changing NHS environment.
- Proven track record of writing high quality reports, production of business cases and presenting data clearly
- Good working knowledge of RTT and cancer pathways
- Experience of adapting strategy into an operational environment
- Experience in complaints handling

**Desirable**

- Knowledge of Epic EPR
- Knowledge of Oncology treatments
- Knowledge of all main diagnostic modalities
- Knowledge of Somerset Cancer Registry

### Qualifications

**Essential**

- Degree level or able to demonstrate directly relevant experience.
- NHS Management/leadership qualification or 3 years equivalent experience
