### JOB SUMMARY / MAIN PURPOSE

The post holder will assist the Commissioning Manager and Senior Commissioning Manager in developing the Trust’s commissioning strategy in terms of maintaining robust systems of monitoring for both Acute and Community systems, liaising with Commissioning organisations, SPPG and Trust Directorates in the provision and collation of information to ensure that the Commissioning Department fulfils its objectives.

The postholder will assist in the implementation and maintenance of appropriate systems necessary to support the commissioning process and the provision of information to commissioning bodies / agencies.

The postholder will assist in providing specialist financial information and advice in relation to contracting and commissioning to the Commissioning Manager and other senior colleagues across the organisation.

The postholder will assist the Commissioning Manager in ensuring that appropriate, accurate and timely information is provided to the Senior Commissioning and Trust’s directors, managers and stakeholders to support the commissioning process, and to external bodies including DOH/SPPG and others to meet the reporting requirements.

The postholder will assist in providing support to directorates across the Trust in their commissioning processes by providing advice and guidance in all aspects of the financial governance of commissioning and contracting.

Main Duties / Responsibilities

Setting Direction

Assist in maintaining the financial systems that support the Trusts commissioning strategy ensuring that all information is accurate, timely and reflects current commissioning strategy.

Assist in the monitoring of the financial profile of the Trust in respect of activity performance and changes in case mix complexity etc. and for ensuring this is reported to relevant officers on a timely basis

To assist with the review and development of costing systems & the financial component of commissioning systems.

To provide support to Trust officers who are participating in membership of Regional costing / commissioning & associated financial systems working groups.

To assist the Commissioning Manager and Senior Commissioning Manager with the implementation of commissioning / activity based funding initiatives.

To work with stakeholders, in conjunction with the Commissioning Manager, to secure their commitment and involvement in the implementation of strategic and operational commissioning / costing initiatives and targets.

Service Delivery

To ensure that Commissioning information is produced within timescale, complies with relevant guidance and is produced to a high professional standard.

To ensure that any Ad Hoc requests are completed as required and within timescale.

To assist in the review of the Trust’s commissioning systems to ensure that they fulfill the requirements of the costing / commissioning agenda.

To provide support to Trust officers in negotiations with external commissioning bodies.

To assist in the maintenance of appropriate systems that ensure the impact of variances, within service agreements, are quantified and communicated both within the Trust and with Commissioning bodies.

To assist in the implementation of analytical cost / activity initiatives to ensure the Trust has in place methodologies to recover the income necessary to deliver clinical services.

To assist in the production of a Trust tariff as required by the introduction of a Payment by Results or similar type of Activity Based funding model. To ensure that appropriate management information systems are utilised in the production of Tariff etc.

To provide support and information to Service groups in respect of their Commissioning / Costing requirements.

To manage the workload priorities of any staff for who the postholder is responsible, ensuring that timetables are achieved, relevant procedures are implemented and staff receive the required training.

Innovation and Development

To assist in identifying models of good practice for Commissioning & Costing and to implement these, as directed by the Commissioning Manager /Senior Commissioning Manager, within the Commissioning Department .

To actively seek to identify innovative solutions and proposals to improve the commissioning system used throughout the Trust.

Collaborative Working

To provide information to support the initiatives designed to achieve improved efficiency and resource use.

To work with Financial Management staff to refine the Trust’s approach to budget-setting and reporting of income from Commissioners.

To work with colleagues in Finance, Service Planning, Performance Management and Information etc to ensure that the objectives of the Trust’s Commissioning strategy are fulfilled.

To assist in developing business relationships with external commissioning organisations, other stakeholders and also service group teams / department managers within the Trust.

Financial & Resource Management

The post holder will be expected to be able to manage a wide range of targets and objectives, while ensuring that expert judgement and advice is provided to the Trust Officers at all times.

The postholder must be able to make judgements on financial decisions where there is no precedent and where leading opinion may conflict and provide advice and guidance to Trust Officers. This will include the interpretation of policy, impact of decisions and the financial requirements / consequences to the Trust’s objectives.
