### JOB DESCRIPTION

Post: Chief Radiopharmacist

Reports to: Head of Radioisotopes Service

Responsible to: Head of Pharmacy and Medicines Management for professional matters

Band: Band 8C

Location: Radiopharmacy Department, Royal Victoria Hospital

Job Summary / Main Purpose

The post holder will be the Chief Radiopharmacist with responsibility for all pharmaceutical manufacturing and preparation activities in the Radiopharmacy and Cyclotron departments at the Belfast Health and Social Care Trust.

The post holder will be the named Head of Production and site contact on MHRA license for the relevant BHSCT manufacturing specials (MS) license and will interact with the GMP inspectorate, including hosting inspections and management of license variations for the Radiopharmacy and Cyclotron departments.

The post holder will manage and lead the production team within the Radiopharmacy and Cyclotron departments ensuring ongoing links and collaborations occur with the Radiopharmacy Quality Team and Regional Pharmaceutical Quality Assurance Service.

The post-holder will take a lead role in the strategic development, and commissioning of radiopharmaceutical services and support of research services.

Main Duties / Responsibilities

### The postholder will

Be responsible for all aspects of the preparation, manufacturing and distribution of radiopharmaceuticals from the Radiopharmacy and Cyclotron departments at BHSCT.

Lead and manage the team responsible for the preparation and distribution of radiopharmaceuticals from the Regional Radiopharmacy to the customer base throughout Northern Ireland and from the Cyclotron Production Facility to the BHSCT.

Be responsible for ensuring Good Manufacturing Practice (GMP) and regulatory compliance of manufacturing operations at the Radiopharmacy and Cyclotron departments operating under the relevant manufacturing specials licence.

Be responsible for ensuring that facilities and equipment used in manufacturing operations are appropriately maintained, serviced, tested and calibrated to ensure they remain fit-for-use.

Monitor the safety, performance and suitability of all radiopharmaceuticals produced in the Regional Radiopharmacy and Cyclotron Production Facilities.

Report and investigate all adverse events.

Responsible for ensuring GMP and general quality practices are followed and communicated to all staff and to ensure that all quality issues identified are immediately raised with the Radiopharmacy quality team.

Work closely with Quality Lead Pharmacist and Production Manager to ensure the Quality Management System (QMS) is controlled and maintained, with deviations appropriately investigated and corrective and preventative actions carried out within deadlines.

Review and approve deviations, incident reports and change control actions from staff, and ensure learning and actions are cascaded throughout all team members.

Provide advice to clinical colleagues on potential radiopharmaceutical/drug interactions and possible adverse reactions to radiopharmaceuticals.

Collaborate with external Radiopharmacists nationally and internationally to discuss, promote and exchange information of pharmaceutical and radiopharmaceutical importance to nuclear medicine. Represent Radiopharmacy at the UK Radiopharmacy Group and attend meetings as and when required.

Ensure that all aspects of the work regarding medicinal products are provided in accordance with a quality framework, and conform to relevant legislation, codes of practice, national protocols and Trust policies.

Represent Radiopharmacy on various Trust committees as required, which may include Trust Licences Committee and the Local Control Team.

Participate in the Trust, radiation protection and MHRA audit processes.

Managing People and Resources

Oversee the provision, storage and distribution of radiopharmaceuticals from the Regional Radiopharmacy and Cyclotron Production Facility.

Oversee the management of the facilities, staff and equipment related to the preparation, storage and distribution of radiopharmaceuticals within the Regional Radiopharmacy and Cyclotron Production Facility.

Oversee the provision of a blood radiolabelling service.

In liaison with the budget holder, monitor financial aspects of radiopharmaceutical purchase and use, to ensure the provision of the most cost-effective service compatible with current standards of safety and efficacy.

Approve orders for consumables and non-stock items within delegated authorisation limit considering cost, quality and reliability of suppliers whilst ensuring compliance with GMP.

Maintain an up-to-date price list for radiopharmaceuticals in collaboration with the RMPS business manager.

Ensure all customers are correctly invoiced for the supply of radiopharmaceuticals.

Assist in writing specifications and award criteria for the tendering of contracts for consumables, raw materials and supply of radiopharmaceuticals.

Review relevant SLAs, contracts and KPIs specifically related to Radiopharmacy and ensure that teams are aware of performance against these.

Plan, organise and perform audits of the service to ensure compliance with GMP, quality management and other relevant legislation.

Ensure the safe disposal of all radioactive waste produced by the Regional Radiopharmacy and Cyclotron Production Facility.

Training and Teaching

Responsible for the identification and implementation of the teaching and training plan for production staff working in Regional Radiopharmacy and Cyclotron Production Facility.

Participate in teaching programmes for other Nuclear Medicine personnel

Attend professional and scientific meetings relevant to Radiopharmacy as and when required.

Undertake appropriate Continuing Professional Development in order to maintain professional registration with the Pharmaceutical Society of Northern Ireland or other relevant professional body and to otherwise maintain the skills and knowledge necessary for the responsibilities of the post.

Research and Development

Be responsible for assessment and evaluation of new facilities and equipment, including risk-based assessments and validation requirements before purchase and subsequent use in collaboration with the Quality Lead Pharmacist.

Facilitate and participate in programmes of research and development in collaboration with clinical research teams.

Oversee pharmaceutical aspects of clinical trials being undertaken within Radioisotopes.

Implement new radiopharmaceuticals required by end users and develop validation master plans to ensure the radiopharmaceutical production process is validated and the products are of sufficient quality to administer to patients.

Assess relevant current technology and products and review their suitability to meet the demands of future service needs.

Policy and Service Development

Establish, validate, review, update and propose changes to Standard Operating Procedures and processes to ensure compliance with current standards for the preparation and quality control of radiopharmaceuticals.

Embed into current practice changes to policies and legislation related to pharmaceuticals and establish procedures to ensure regulatory compliance.

Provide professional advice and support on strategic development of the Regional Radiopharmacy and Cyclotron Production Facility to ensure the continued provision of radiopharmaceuticals to Nuclear Medicine services throughout Northern Ireland.

Provide specialist advice during discussions and negotiations surrounding the development of new facilities within the Trust which affect Radiopharmacy and Nuclear Medicine.

Communication and Team working

Oversee Radiation Protection Supervisors and maintain a surveillance of all aspects related to radiation safety of staff working in the Regional Radiopharmacy and Cyclotron Production Facility.

Ensure liaison with the Estates department and outside contractors regarding PPM and equipment repair.

Maintain a good working relationship with clinical, scientific, technical and nursing personnel using the radiopharmaceutical service ensuring their needs are met.

Provide information and specialist advice on radiopharmaceuticals to prescribers, Clinicians, Clinical Technologists, Radiographers, Clinical Scientists, nursing staff and patients throughout Northern Ireland as required. Ensure requests for information are rapidly responded to and are dealt with in a professional manner.

General Duties

Ensure that all appropriate records related to the radiopharmaceutical service are maintained to ensure continuing compliance with GMP.

Ensure compliance with the procedures and protocols in the areas of work for which the post holder caries responsibility.

Comply with the departmental Local Rules for safe working with radiation under the Ionising Radiations Regulations (NI) 2017.

Perform and review risk assessments of working arrangements and to risk assess in advance any proposed changes or new procedures.

Adhere to hygiene and clothing requirements of individual work areas.

Ensure appropriate professional communication with medical consultants, clinical technologists, radiographers, clinical scientists, engineers and other health care professionals as necessary for the efficient performance of the duties, adhering to local policies and practices.

Participate in the annual staff review and business planning process of the Radioisotope Service of the Regional Medical Physics Service.

Undertake any other appropriate duties which may be assigned, commensurate with the grade.

### PERSONNEL SPECIFICATION

Chief Radiopharmacist / Band 8C

Radioisotopes Service, Regional Medical Physics Service / Trauma, Orthopaedics, Rehabilitation, Imaging, Medical Physics & Out-patients

Master's degree in pharmacy (MPharm) or equivalent.

Post-graduate Master's degree or higher qualification in a relevant area of pharmacy.

Registered as a Pharmacist with the Pharmaceutical Society of Northern Ireland (PSNI).

At least 3 years' experience in sterile pharmaceutical production or aseptic dispensary at 8A level or above or equivalent.

Demonstrate experience of operational management and service delivery within a pharmaceutical production facility, in a leadership capacity.

Demonstrate experience in sterile processing and manufacturing.

Demonstrate significant experience of managing, leading and motivating teams and individual staff.

Detailed up-to-date knowledge and understanding of pharmaceutical legislation and GMP.

Demonstrate experience of successfully leading and implementing service and quality improvement and change projects. Shortlisting by Application Form and interview
