### JOB DESCRIPTION

POST: Service Manager Neurology, Stroke & Medical Specialities

LOCATION: Belfast Trust

BAND: Band 8B

REPORTS TO: Co-Director

RESPONSIBLE TO: Service Director

### Job Summary

The post-holder will be responsible through the Divisional Chair, Co-Director and Divisional Nurse of Unscheduled Care for the development and delivery of high quality services.

He/she will participate in the strategic planning of these services, ensure effective multi disciplinary working and make the most efficient use of resources to promote health.

He/she will provide clear leadership and oversee the management of all staff within their span of control.

### KEY RESULT AREAS

Setting Direction

Lead the co-ordination of multidisciplinary teams in the review, development, implementation and delivery of a Strategy for Unscheduled Care and Acute Services, ensuring integration with corporate strategy and service delivery priorities.

Lead the development of a strategic plan for the delivery of services in line with regional strategies, Ministerial and HSSA priorities. Working with other Service Managers, Clinical Directors.

Contribute to the Trust’s corporate planning, policy and decision making processes as required and ensure the Trust’s objectives and decisions are effectively communicated.

Service Delivery

Lead multidisciplinary teams to deliver high quality care and ensure the effective and efficient use of resources to achieve all relevant targets.

Provide strategic leadership and management to secure an appropriate balance between acute and elective admissions and achieve an integrated approach to reducing inappropriate hospital admissions and lengths of stay.

Ensure that services are delivered to the standard and quality expected by the DHSSPS, Regional Authority and the Trust.

Design strategies to ensure that services are safe and effective and that risk is minimised, that performance is monitored in accordance with the Trust’s policies and procedures and that corrective action is taken, where necessary to address deficiencies.

Develop strategic collaborative alliances with all stake holders to promote the health and well being of the Trust’s population with special emphasis on modernisation services including developing demand management solutions for people with a chronic illness.

Develop close working relationships with statutory and voluntary agencies in order to maximise the opportunities for mixed economies of care.

Ensure that all recommendations arising from RQIA inspections are acted upon and implemented in a timely manner.

Promote a culture which focuses on the provision of high quality safe and effective care, promotes continuous improvement, allows staff to maximise their potential and is underpinned by honest, open communication and team working across disciplines.

Develop appropriate mechanisms/for accessing the views and facilitating the involvement of service users and carers in the development and delivery of services.

Development and Innovation

Actively promote new strategic ways of working to improve services for patients.

Promote innovation and change to underpin the modernisation of acute service with a view to re profiling of services where necessary.

Ensure the implementation and monitoring of good practice across the services area.

Quality

Develop strategies to ensure that the needs of patients and their carers are at the core of the way the Trust delivers its services.

Develop strategies to ensure high standards of governance including the assessment and management of risk.

Ensure that the services within the post holder’s area of responsibility comply with all professional regulatory and requisite standards and the discharge of statutory functions.

Participate in quality initiatives such as Investors in People and Charter Standards in relation to Services.

Contribute to the Trust’s overall corporate governance processes to ensure its compliance with public sector values and codes of conduct, operations and accountability.

Ensure the Directorate complies with the requisite controls assurance standards with particular reference to medicines management, environmental cleanliness, infection control and management of medical devices.

Professional Management

Liaise closely with professional heads/leads as appropriate to ensure sound governance arrangements across the Trust and the provision of professional support and advice.

Ensure that processes are in place to ensure that all professional policies, procedures and legislative standards are issued, implemented and monitored.

Ensure that strategic workforce plans are developed and implemented to ensure the effective and efficient provision of professional staff in the Trust.

Develop a practice development forum to share good practice.

Respond to operational/managerial issues where the situation is out of the experience/knowledge of the individual manager and assist senior and middle managers with problem solving.

Financial and Resource Management

Be responsible for the management of appropriate budgets and ensure the meeting of all financial targets.

Participate in contract and service level negotiations with commissioners.

Lead the development of capital investment strategies with the service group ensuring these reflect and contribute to meeting targets set by the HSSA and the Trust Corporate Plan

Leadership

Contribute to the Trust’s strategy and to lead the operational management of the relevant part of the Service, ensuring priorities meet both corporate and Service Group objectives.

Provide clear and strategic leadership to all within the Specialist Services Group and ensure the Trust has a highly skilled, flexible and motivated workforce to provide high quality care.

Responsible for the interpretation and implementation of all relevant national and Trust policies, to ensure policy translates into practice.

Actively work to support and empower staff to develop and utilise leadership skills, ensuring they are invested in appropriate levels of authority to undertake their role effectively in an accountable manner.

Contribute to a culture of positive performance management through leadership, setting and maintaining high standards of practice.

Enable teams to work across professional and organisational boundaries.

People Management and Development

Lead in conjunction with Co-Director and collective leadership team the development and implementation of workforce modernisation initiatives within Acute & Unscheduled Services.

Ensure that management structures and practices within the Service Group support a culture of effective team working, continuous improvement and innovation.

Lead by example in practising the highest standards of conduct in accordance with the Code of Conduct for HPSS Managers.

Participate in the Trust’s Staff Development and Performance Review Scheme. Review individually on a regular basis the performance of immediate subordinate staff. Provide guidance on personal development requirements and advise on and initiate, where appropriate, further training.

Ensure that the review of performance identified above is performed for all levels of staff within the Trust in accordance with the Trust Board’s policy.

Maintain good staff relationships and morale amongst the staff reporting to him/her.

Where appropriate, review the organisational plan and establishment levels and ensure that each is consistent with achieving objectives and recommend change where appropriate.

Delegate appropriate responsibility and authority to the level of staff within his/her control consistent with effective decision making whilst retaining responsibility and accountability for results.

Participate as required in the selection and appointment of staff reporting to him/her in accordance with procedures laid down by the Trust.

Take such action as may be necessary in disciplinary matters in accordance with procedures laid down by the Trust.

Promote the Trust’s policy on equality of opportunity through his/her own actions and ensure that this policy is adhered to by staff for whom he/she has responsibility.

Environmental Cleaning Strategy

The Trusts Environmental Cleaning Strategy recognizes the key principle that “Cleanliness matters is everyone’s responsibility, not just the cleaners” Whilst there are staff employed who are responsible for cleaning services, all Trust staff have a responsibility to ensure a clean, comfortable, safe environment for patients, clients, residents, visitors, staff and members of the general public.

Infection Prevention and Control

The Belfast Trust is committed to reducing Healthcare associated infections (HCAIs) and all staff have a part to play in making this happen. Staff must comply with all policies in relation to Infection Prevention and Control and with ongoing reduction strategies. Standard Infection Prevention and Control Precautions must be used at all times to ensure the safety of patients and staff.

Cleaning hands either with soap and water or a hand sanitiser at the appropriate times (WHO ‘5 moments’);

Using the correct ‘7 step’ hand hygiene technique;
