POST: Team Leader/ Manager Children’s Home

### JOB SUMMARY/MAIN PURPOSE

The Team Leader is responsible for the safe and effective management of all aspects of the children’s home. This will include, ensuring compliance with governance requirements, working collaboratively as part of the wider residential childcare team and engaging professionally with allied professionals.

The Team Leader is responsible for the leadership, management and supervision of the Residential Social Work Team and maintaining a focus on an ethos of supporting staff well-being and personal/professional development.

The Team Leader will lead by establishing and maintaining an approach that provides a warm, caring, compassionate, hopeful, therapeutic home environment that responds to the needs of each individual child.

Main Duties/Responsibilities

Governance/Corporate

The Team leader is responsible for the Children’s Homes Statement of Purpose and the overall management of the home.

Ensure all staff are compliant with NISCC registration requirements and NISCC Standards.

Ensure compliance with the Regional Supervision Policy in Children’s Service and contribute to annual appraisals as per Trust policy including Personal Development Reviews /Personal Development Plans.

Ensure that all records required under the Children’s Homes Regulations (NI) 2005, Children (NI) Order (1995), Guidance and Regulations (Vol.4), RQIA Minimum Standards for Children’s Homes and other Board or Trust Procedures are maintained in line with professional and Trust standards and available for audit or inspection as required.

Ensure compliance with Trust policies and procedures relevant to the management of a children’s home with regard to statutory mandatory training e.g. Safeguarding Children, Fire Safety, Medication Management.

Ensure compliance with HR Polices such as Management of Attendance, Conflict, Bullying and Harassment in the Workplace, Capability Procedures, Disciplinary Procedure and Social Media Policy.

Ensure compliance with Trust Financial Management policy and procedures. Team Leader is accountable for management of the budget for the home and report directly to senior management when there is a requirement to exceed agreed budgets.

Awareness of legislative and statutory requirements such as the Health and Safety at Work Order (NI) 1979 and be responsible for the upkeep of the home in line with the Trust Health & Safety Procedure.

Ensure the home has up-to-date Risk Assessment in line with Belfast Risk Assessment and Audit Tool (BRAAT).

Ensure compliance with reporting arrangements including; Untoward Event, 1B and DATIX.

Participate on the On-Call Residential Management rota as required.

Staff

Ensure your team have an understanding of the complex trauma and pain based needs of the young people, how these needs can lead to challenging behaviour and ensure staff are equipped, skilled and contained so that they can undertake their role.

Establish a safe environment/culture where learning relating to both the emotional impact of the working environment on staff and practice development is supported through effective use of systems, i.e. Team Meetings, Supervision, Reflective Practice (TSS) and Post Crisis Response (TCI).

Ensure that the team’s practice reflects a Trauma informed approach and staff are aware and suitably trained in Therapeutic crisis intervention(TCI)

To ensure staff fulfil their Key work / Co-work role and complete the required assessments i.e. Children’s Home Comprehensive Assessment (My Story), Risk Assessments, ICSPs, Safety plans, to a high standard, and review these in accordance with changes in the young person’s presentation/development.

Where practice is not meeting the required standard, take action to reduce the impact of this on the young people and the staff team, using appropriate mechanisms i.e. supervision, training and where progress is not achieved, initiate the capability process as per the Trust policy and procedures.

The post holder will work collaboratively with the Principal Social Workers and the other Residential Team Leaders Management Team to support the roll out of the Framework for Integrated Therapeutic care.

Young People

Ensure all young people in your care have a comprehensive assessment (My Story)/ Health and Well-being Plan (under the NI Framework for Integrated Therapeutic Care) that is dynamic and reflective of the young person’s ongoing development with a clear focus on child centred goals and outcomes.

Ensure strong collaborative working arrangements that will support the child across the various areas of their life (i.e. family, community, field social workers, education, health services, TSS and other e.g. CAMHS, PSNI.

Ensure management effective participation at critical meetings including LAC Reviews, Risk strategy, CSE meetings, TSS network meetings and other meetings as required and rotate chairing responsibilities where necessary.

Ensure that young people are involved in co-design and co-production of the service and are provided with opportunities within the Children’s Home for their voice to be heard e.g. attendance at meetings, hold children’s meetings, key work sessions, group work, VOYPIC mentor, etc.

Collaborative Working

Working collaboratively with the wider Children’s Services Management Team to identify and engage in quality improvement and service development.

Ensure a working knowledge and understanding of the roles and responsibilities of colleagues from other disciplines and agencies and develop and maintain effective professional working relationships with them i.e. TSS, PACSS, DOORS, Field Social Work Teams, Health, Education, PSNI, Youth Justice, CAMHS etc.

Develop an awareness of the local community and alongside deputy team leader and the team, manage the interface between the local community and the children’s home.

Continuous professional development

Maintain a high level of professional self-development through training and supervision and learning and research, linked to continuing registration requirements for example participate in Leadership and management training, supervision training and pursue post qualifying requirements.

Governance and reporting responsibility

Liaise with relevant statutory, voluntary and independent sector organisations.

Maintain clear records of work undertaken.

Participate in professional supervision process with Manager

Contribute to the development and delivery of the Trust’s governance framework, audit schedules and quality and service improvement agenda.

Contribute to needs assessment and service development.
