An exciting opportunity has arisen for a suitably qualified and skilled Associate Director of Public Health/Consultant in Public Health/Public Health Medicine NWJCC in a permanent role.

We are looking for a forward-thinker with drive and strong leadership skills to both help shape the All Wales public health agenda and inform decisions which will impact on the health and wellbeing of the population.

Your role will involve strategic senior public health leadership, to shape the national commissioning of public health specialist services in Wales, delivered through the Joint Commissioning Committee (JCC). The successful candidate will also need to provide expert leadership to ensure that commissioned services are equitable, sustainable, and responsive to the health needs of the population of Wales.

You will work closely with colleagues both within the NWJCC and across Wales to maximise public health outcomes and will have experience of working with a wide range of partners and organisations.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

### Main duties of the job

The post holder may work in any area of professional public health practice, as required at the time. They will provide expert public health support and advice across a range of areas that will include:

- Health Improvement.
- Health Care Quality and Improvement.
- Health Protection.
- Health Intelligence.
- Research and Development.
- Contribute to population health advice to the pan Wales Local Authorities.
- Contribute to the strategic planning of partner organisations, including the Public Services Board(s).

The post holder is required to:

Take the lead role on behalf of the Deputy Medical Director in the development, implementation and delivery of national, regional and local policies, developing inter-agency and inter-disciplinary short and long-term strategic plans, with delegated Boards or organisational authorities to deliver key public health targets. This requires the ability to work cross-directorate and across other agencies and voluntary organisations.

Lead on the integration of health, social services and voluntary organisations to promote effective joint working to ensure delivery of the wider government targets.

Influence external agencies in their public health policy decisions by working with complex professional, managerial and population groups and other organisations in the statutory, non-statutory and private sectors.

Design, develop and utilise information and intelligence systems to underpin public health improvement and action across disciplines and organisations, leading collation and interpretation of relevant data.

Contribute to the development of integrated partnership strategies (including the needs assessment component), working closely with local authorities.

Be responsible for the development and implementation of multi-agency long-term public health programmes as required, based on identification of areas of potential health protection and improvement, the diversity of local needs and the reduction of inequalities.

### Knowledge

**Essential**

- High level of understanding of epidemiology and statistics, public health practice, health promotion, health economics and health care evaluation
- Knowledge of methods of developing clinical quality assurance and evidence based clinical practice
- Knowledge of NHS information, and its interpretation
- Knowledge of wider determinants of health, information and its interpretation
- Understanding of social and political environment
- Understanding of local authorities and social services

### Experience

**Essential**

- Experience of public health practice at senior level
- Practical experience in facilitating change in clinical practice Experience working within the health care setting with senior clinicians
- Experience of reviewing and developing services in health care settings
- Proven experience of contributing at Board level
- Excellent staff and corporate management, training and development skill
- Experience of working in complex political and social environments
- Practical experience in facilitating change
- Budget management skills
- Training and mentoring skills
- Scientific publications, presentation of papers at conferences, seminars etc

### Qualifications

**Essential**

- MFPH by examination, by exemption or by assessment
- Inclusion in the GMC Specialist Register/GDC Specialist List/UK Public Health Register (UKPHR) for Public Health Specialists
- Applicants must meet minimum CPD requirements (i.e. be up to date) in accordance with Faculty of Public Health requirements or other recognised body
