### JOB DESCRIPTION

Location: Office Base: Old Generator House, Belfast City Hospital

Title of Post: Assistant Service Manager, Cancer Services

Post Band: Band 8A

Reports to: Service Manager, Haematology and Cancer Services

Responsible to: Co-Director, Cancer and Specialist Medicine

Job Summary / Main Purpose

The Assistant Service Manager for Cancer Services will take the lead across cancer services, in agreement with relevant Co Directors and Service Managers, on initiatives to develop and modernise effective patient centred pathways from referral through to diagnosis, treatment and follow up for cancer; on the development of systems and process to deliver against Cancer Access Standards and on the development of systems and processes to ensure the safe and effective operation of the Trust's cancer multi disciplinary teams and multi disciplinary meetings (MDMs).

He/she will provide clear leadership and management of the administrative staff comprising the Cancer Patient Navigation Team and associated clerical officers.

Main Duties / Responsibilities

For each of the following, the postholder will;

Setting Direction

Support the Service Manager in the review, development, implementation and delivery of cancer care pathways, ensuring integration with corporate and service group strategies and service delivery priorities.

Support the Service Manager in the development of strategic and operational plans, service development proposals and business cases, for the delivery of cancer services, in line with regional strategies, Ministerial and other priorities.

As a member of the Lead Cancer Team, contribute to the development of a strategic direction for cancer services in line with the NHS Cancer Reform Strategy, Implementing Outcomes Guidance, the Manual of Cancer Services and other relevant quality improvement initiatives across Health and Social Care.

Represent the Trust at relevant Northern Ireland Cancer Network meetings and other meetings as agreed with the Lead Cancer Team.

In conjunction with other Lead Cancer Team members, liaise with organisations and groups across primary, secondary and tertiary health care settings and with charitable and patient organisations, to ensure that the concerns and interests of these groups, as well as their service delivery potential, are reflected and captured in the development of cancer services within the Trust.

Service Delivery

Provide leadership in the development of clinical services by ensuring the use of evidence based practice and clinical standards within the cancer service.

Alert the Service Manager to any operational issues within cancer services, MDTs and the Navigator Team relating to access/capacity in a timely manner, to allow any further action to be taken.

Ensure that cancer pathways are delivered to the standard and quality expected by the DHSSPS, HSCB and the Trust.

In conjunction with the Lead Cancer Team ensure that all relevant internal and ministerial elective targets are achieved within cancer; in particular ensure that cancer access performance is monitored in accordance with the Trust's policies and procedures and that corrective action is taken where necessary to address deficiencies.

Support the Service Manager in developing collaborative alliances with all stakeholders to ensure the delivery of person-centred cancer care.

Promote a culture of continuous improvement which focuses on the provision of high quality safe and effective care, allowing staff to maximise their potential and underpinned by honest, open communication and team working across disciplines.

Develop appropriate mechanisms for accessing the views and facilitating the involvement of service users and carers in the development and delivery of cancer services.

Develop excellent working relationships and communication strategies with both internal and external stakeholders, dealing effectively with differing opinions and conflict situations to encourage collaborative working to improve services and performance.

Development and Innovation

Actively promote new ways of working and models of service delivery to improve cancer services for patients.

Facilitate service improvement and modernisation activities across cancer services, leading project teams as required, with the support of the relevant Co-Directors and Service Managers

Oversee the collection, analysis and presentation of relevant quantitative and qualitative data to demonstrate baseline positions and the effects of service improvement and modernisation activities

Quality

Ensure that the needs of patients and their carers are at the core of the way the Trust delivers its cancer services.

Ensure high standards of governance, including the assessment, quantification and management of risk.

Support relevant MDMs in the delivery of peer review measures and in the participation of the peer review process

Organise and participate in MDM business meetings which have as their focus ongoing service improvement and streamlining of patient pathways.

Ensure that audit is undertaken on a systematic basis, and ensure that critical/adverse incidents and complaints are investigated and action plans developed in a timely fashion.

Contribute to the Trust's overall corporate governance processes to ensure its compliance with public sector values and codes of conduct, operations and accountability.

Professional Management

Liaise closely with professional heads/leads as appropriate to ensure sound governance arrangements across the service areas and the provision of professional support and advice.

Ensure that processes are in place to ensure that all professional policies, procedures and legislative standards are issued, implemented and monitored.

In conjunction with the Service Manager, ensure that workforce plans are developed and implemented to ensure the effective and efficient provision of professional staff in the Trust.

Respond to operational/managerial issues where the situation is out of the experience/knowledge of the individual unit manager and assist senior and middle managers with problem solving.

Contribute to the development and effectiveness of Clinical Networks.

Financial, Resource and Information Management

Establish and maintain robust data collection mechanisms for cancer information . .

Oversee the content, preparation and delivery of performance management reports for use both internally and externally to the Trust, working alongside the Information Department and relevant Service/Planning and Performance Managers

Implement systems and processes to monitor performance against relevant waiting time standards and other related targets, being able to analyse these and highlight areas of over and under performance. Subsequently, to work with the relevant clinical teams, Co Directors and Service Managers to streamline patient pathways

Act as the Trust's liaison officer with regard to the Northern Ireland Cancer Registry

Support the Service Manager in identifying cost pressures and monitoring of delegated budgets, to ensure effective and efficient use of resources, assisting with variance analysis and completion of financial action plans as required, achieving financial targets.

Leadership

Be a visible, assertive and accessible figure.

Provide clear leadership to staff and ensure the Trust has a highly skilled, flexible and motivated workforce to provide high quality care.

Actively work to support and empower staff to develop and utilise leadership skills, ensuring they are invested in appropriate levels of authority to undertake their role effectively in an accountable manner.

Contribute to a culture of positive performance management through leadership, setting and maintaining high standards of practice whilst promoting a culture of effective team working, continuous improvement and innovation.

Facilitate teams to work across professional and organisational boundaries.

Develop excellent working relationships with internal and external stakeholders.

Be up to date with relevant national, regional and Trust policies, and best practice, and ensure that services are developed locally in line with these, e.g. Cancer Service Frameworks for Northern Ireland, the NHS Cancer Reform Strategy, Implementing Outcomes Guidance (IOG), the Manual of Cancer Services 2008

People Management and Development

Lead by example in practising the highest standards of conduct in accordance with Trust policies and the Code of Conduct for HPSS Managers.

Identify opportunities and develop programmes of work that will support the Trust's commitment to multi-professional education and training in partnership with

Assist in the development of an educational strategy and ensure there are systems in place to identify the education and training needs of staff which are underpinned by service priorities and organisational objectives.

Participate in the Trust's Personal Contribution Framework. Review individually on a regular basis the performance of immediate subordinate staff. Provide guidance on personal development requirements and advise on and initiate, where appropriate, further training.

Ensure that the review of performance identified above is performed for all levels of staff within the Trust in accordance with the Trust Board's policy.

In relation to the above, ensure that staff have a Personal Contribution Plan, in relation to the Trust's five strategic objectives, and a Personal Development Plan based on a review against their KSF post outline.

Ensure the Trust's attendance management / sickness absence policies are implemented and establish an effective mechanism for regularly monitoring levels of sickness and absence, taking corrective action where necessary.

Maintain good staff relationships and morale amongst the staff.

Where appropriate, review the organisational plan and establishment levels and ensure that each is consistent with achieving objectives and recommend change where appropriate.

Salary will be Band 8A

In addition to 10 public holidays, the annual leave allowance will be as follows:-

On appointment - 27 days

After 5 years service - 29 days

Have worked with a diverse range of stakeholders, both internal and external to the organisation, to achieve successful outcomes for patient care.

Experience of financial management and budgetary control in a large organisation.

Successfully demonstrated people management, governance, leadership and organisational skills for a minimum of 2 years.

Can demonstrate ability to implement change and continual improvement in service delivery.
