### JOB DESCRIPTION

POST: Assistant Contracts Manager

LOCATION: Knockbracken Healthcare Park

GRADE: Band 6 (Permanent Post)

RESPONSIBLE TO: Co-Director of Planning and Performance

Job Summary / Main Purpose

The post holder is responsible for assisting the Planning and Contracts Manager/ Senior Manager with the development, management and monitoring of the contracting process with the Independent Sector, other public Organisations, and with Health Authorities and Local Authorities elsewhere in the United Kingdom. Responsibilities will include assisting the Planning and Contracts Manager/ Senior Manager in ensuring that contracting process and contract documentation drafted is uniform across all areas of the Trust and is aligned to regional guidance and best practice.

The post holder will assist in maintaining a database of all service contracts/service level agreements, maintain a monitoring framework for and a database of all activity delivered by the Independent Sector and will assist the Senior Contracts Manager prepare an escalation policy with regard to all aspects of non-compliance.

This post shall include responsibility for liaising with Service Managers, Finance and Information staff across the Trust to provide written and verbal expertise on the contracting process and the establishment of valid and timely service contracts.

The post holder will support planning processes for the development of services as required, including the processes for revenue business cases.

The post holder shall line-manage a small team of support staff and contribute to their development, management and success.

Main Duties / Responsibilities

Setting Direction

To assist the Planning and Contracts Manager/ Senior Manager develop and enhance a contracting process with all Independent Sector Providers, including all documentation, monitoring of service delivery and working closely with the Quality Monitoring Team to ensure that the Trust's patients and clients receive the highest quality of service.

To assist in putting in place processes which will support the establishment of audit, performance monitoring, performance improvement work and annual reporting and value for money policies.

To participate in and contribute to the development of policies, guidelines and processes commensurate with Organisational Strategies and Objectives which will assist Service Managers purchase the highest quality of care.

Service Delivery

To assist the Planning and Contract Manager/ Senior Manager review all contracts with the Independent Sector and other Public Agencies on an annual basis and to identify gaps where contracts/service level agreements need to be established.

To update and prepare all relevant contracts/service level agreements on an annual basis ensuring that changes, in legislation, national, regional or Trust Guidelines are included. Levels of activity, improvements required in quality, funding or any other relevant clauses are inserted appropriately.

To assist the Planning and Contract Manager/ Senior Manager develop a Trust-wide approach to all contracts/service level agreements to ensure uniformity of delivery, appropriate monitoring and actions required are implemented.

Provide advice and guidance on planning and contracting issues to Service staff, including the revenue business case process.

Collaborative Working

To facilitate and guide appropriate Trust Service staff with the process of contracting with the Independent Sector or other public organisations or Agencies, assisting with assurance in quality in service delivery, in bench marking services and demonstrating value for money.

To work collaboratively with all corporate staff within the Trust to ensure that processes and policies are in place and working smoothly to assist in the accurate and timely payment of valid invoices or provision of statistical information when required.

Development and Innovation

To assist in the maintenance of a Database of IS Contracts/Service level Agreements and, community based Out of Area referrals for specialist services and implement a process across the Trust for the management of such referrals, and to monitor and update the information by liaising with appropriate Service Managers on a regular basis.

To assist the Planning and Contracts Manager/ Senior Manager seek ways to enhance the formal presentation of contract performance information and to develop innovative ways of disseminating the information to relevant audiences.

To lead, in conjunction with the Planning and Contracts Manager/ Senior Manager, regular service and funding reviews with service groups to ensure that activity targets are met within timescales and monitor corrective action until targets are met.

Communication and Information Management

To ensure that timely and accurate performance data on all external monitoring is provided to the Co-Director for integration within the Trust Performance Management System and relevant breakdown of data is provided to Service Groups as agreed.

To work with Information and Technology staff to maintain a database of all activity requested from the Independent Sector, and maintain in place a trigger system which will result in implementation of the escalation policy should levels of activity delivered fail to meet agreed levels.

To monitor Contracts/Service Level Agreements with the Commissioner and prepare performance reports on a monthly/quarterly basis by liaising with Service Managers to identify reasons for change and target activity.

To assist the Planning and Contracts Manager/ Senior Manager in working with other relevant groups to ensure the development of practices and effective communications and involvement mechanisms for patients, carers, public staff and service providers.

To ensure the highest degree of accuracy, completeness and consistency of data within the planning and contracting systems and processes, providing the necessary guidance and support to the team.

Quality/ Governance

Work with all relevant parties to assist in the undertaking of audits and benchmarking to ensure that all Independent Sector and other Statutory Providers are delivering efficient and effective services and improving services for patients and clients.

Assist the Planning and Contracts Manager/ Senior Manager to ensure that service and operational changes implemented reflect Commissioner Intentions and are conductive to effective patient and client care.

Seek to ensure high standards of governance within the contracting function.

Financial and Resource Management

To be responsible for the preparation and issuing of the monthly payment schedule, implementing adjustments to payments as necessary.

To assist the Planning and Contracts Manager/ Senior Manager to ensure value for money in relation to service planning, contract and procurement activities.

To assist the Planning and Contracts Manager/ Senior Manager to ensure the necessary expenditure authorisation for contracting arrangements.

To assist the Planning and Contracts Manager/ Senior Manager secure estimates of exceptional income and expenditure for the incoming financial year to inform all contract/service level agreement negotiations.

People Management and Development

To assist the Planning and Contracts Manager/ Senior Manager when required at all meetings, ensure an accurate record of all meetings is recorded and circulated to all relevant parties and all actions required by Contract Staff are appropriately completed.

Support the Planning and Contracts Manager/ Senior Manager with service planning and finance colleagues in Service Level Agreement and Service Budget Agreement negotiations.

To work effectively as a Team member, supporting a culture of effective team working, staff recognition, continuous improvement and training when required.

Lead by example in practising the highest standards of conduct with the Code of Conduct for HPSS Managers.

Participate in Trust Staff Development and Performance Review Scheme and ensure that individual staff development/in service training is maintained in line with mandatory requirements.

Ensure that the review of performance identified above is performed in accordance with Trust Board Policy.

Maintain good relationship with staff working him/her.

Delegate appropriate responsibility and authority to the level of staff within his/her team, consistent with effective decisionmaking whilst retaining responsibility for results.

Take such actions as may be necessary in disciplinary matters in accordance with procedures laid down by the Trust.

Undertake other duties as may be required from time to time which are consistent with the responsibilities of the grade.

### PERSONNEL SPECIFICATION

Degree or professional qualification and 1 years' experience working in a management role* in a capacity, which has included contracting/ commissioning experience with the Independent/ Voluntary sector.

OR

HNC/ HND or equivalent/ higher qualification AND 3 years' experience in a role involving contracting/ commissioning with the Independent/ Voluntary sector including at least one year in a management role*.

5 years' experience in a role involving contracting/ commissioning experience with the Independent/ Voluntary sector including at least one year in a management role*.

*Management role defined as Band 5 or above.

Demonstrable high level of IT literacy, including word processing, spreadsheets, databases and PowerPoint.

Excellent communication skills, both written and oral and interpersonal skills, with an ability to liaise with a wide range of stakeholders at all levels, both internal and external to the Trust.

Excellent numeracy skills with the ability analyse and interpret data, process information, and make decisions based on logical thinking and reasoning.

Excellent organisational skills and ability to prioritise work to meet deadlines.

Ability to work as part of a team and on own initiative.

Ability to demonstrate discretion and confidentiality in all matters relating to this post.

Hold a current driving licence with access to a car or access to a form of transport to meet the mobility needs of the post.

Working knowledge of Microsoft SharePoint.

Knowledge of and interest in health and social services issues.

Knowledge of the Public Contract Regulations 2015 and/ or the new Procurement Act 2023.

Understanding of the tender process for public contracts.
